What the Auditor General found

• Of Rs 5 arba 15 crore 33 lakh 72 thousand in visa fees and fines collected through the department's Nepali Portal system, Rs 4 arba 36 crore 94 lakh 88 thousand had been entered in the government's revenue management system; Rs 78 crore 38 lakh 84 thousand had not. The department said Rs 77 crore 77 lakh 41 thousand of the difference was collected at diplomatic missions abroad and could not be entered because the system has no provision for foreign currency. • According to the department, 2,61,551 people (1,49,789 men and 1,11,762 women) travelled abroad on visit visas during the year. In a sample of 12 records checked by the audit, 9 people had not been recorded as returning. What the Auditor General found

• Tax arrears stood at Rs 2 kharba 75 arba 5 crore in the department's annual report but Rs 2 kharba 67 arba 45 crore in its consolidated financial statement, a difference of Rs 7 arba 60 crore (Rs 11 arba 13 crore the previous year). What the Auditor General found

• Revenue of Rs 4 kharba 80 arba 78 crore 52 lakh (82.51% of target, excluding the luxury fee) was collected. • The National Single Window consultancy contract (signed 25 June 2019, due to finish 30 June 2021) has been extended several times, most recently to November 2026. • Land revenue offices recorded land values (thaili) below the amounts required by provincial Finance Acts when registering land sold at auction or transferred by bank or court decisions. • To fit embossed number plates on 2.5 million vehicles, the department printed 5,92,809 plates at a cost of Rs 926.26 million, but only 63,289 sets had been fitted through provincial transport offices. • A USD 1.498 million contract for 1.2 million smart driving-licence cards, due by September 2023, was extended to July 2024. What the Auditor General found

• Of 2,576 complaints on record (1,979 on revenue leakage and 597 on foreign-exchange misuse), 2,186 (84.86%) were settled and 390 remained. • The goods-tracking system required by section 13ग of the Revenue Leakage Act has 2,99,000 registered users, and the department collected Rs 4 crore 44 lakh in fines from 1,002 firms not using it. • Under the contract with a non-resident foreign supplier, the department has paid a total of Rs 5 arba 91 crore 61 lakh 63 thousand (Rs 2 arba 96 crore 51 lakh 98 thousand of it this year) directly abroad by letter of credit, with only 1.5% advance tax deducted. What the Auditor General found

• The Home Administration Reform Action Plan, 2078 aimed to collect details of 2 crore citizens and distribute national ID cards to 1 crore within two years. By the end of Asar, details of 1 crore 81 lakh 12 thousand people had been collected, 72 lakh 8 thousand cards printed and 29 lakh 6 thousand distributed. • Rs 1 kharba 14 arba 41 crore 2 lakh 68 thousand in social security allowances was released to 38,06,634 beneficiaries, but there is no system to track inactive beneficiary accounts, so the department had not monitored distribution.
