What did the Auditor General find?

  • The Auditor General found that visa fees and fines collected through the Department's Nepaliport system in FY 2081/82 totalled Rs 5.15 billion, but only Rs 4.37 billion appeared in the government's revenue management system, leaving Rs 783.9 million not shown as deposited. The Department said Rs 777.7 million of the difference was collected by diplomatic missions abroad and could not be entered because the system has no provision for foreign currency.   • In a sample of four of the 14 trekking routes the Department permits, the Auditor General found Rs 511.5 million collected through 4,874 trekking permits, but the Department had not prepared records matching the number of trekkers with the revenue due, fees by permit length, or extension fees, so the revenue could not be verified.   • The Act gives the Department of Immigration the job of managing Nepali citizens' departures (Section 7(घ)), but the Auditor General found that 261,551 Nepalis (149,789 men and 111,762 women) left on visit visas in FY 2081/82, and that in a sample of 12 such travellers, 9 had not returned; one had travelled abroad 10 times since 2020.   • The Auditor General found gaps in record-keeping for visa stickers. For FY 2078/79–2080/81, 2,289 rolls of visa stickers were printed and 1,925 rolls sent to offices and the Ministry of Foreign Affairs, but the offices kept no records and the ministry did not send monthly reports of visas issued (OAG 62nd report).
