About Policy Nepal

Clearer information. More informed choices.

Nepali translation awaiting review

Policy Nepal is a civic initiative built around a simple belief: understanding public decisions should be easier for everyone.

Policy Nepal is a self-governing, autonomous organization. We have no editorial board, officers or hierarchy of contributors. Everyone participates on equal terms, with an equal voice in shaping our work and direction. We share responsibility for the quality of what we contribute.

We are building an open platform where anyone can contribute policy ideas, share evidence and improve proposals together. Our aim is to turn informed public discussion into practical policy plans that government can consider and use.

What we strive for

  • A democracy that earns trust by delivering results.
  • Strong, independent institutions that serve the public and withstand political pressure.
  • Less corruption and transparent funding that brings integrity to politics.
  • Democracy within every party, with members shaping its direction and choosing its leaders.
  • Open primaries that give members and supporters a voice in choosing candidates.
  • A strong two-party system that offers clear choices and makes responsibility visible.
  • Informed, empowered citizens who can help shape the decisions affecting their lives.
  • A new generation of young Nepalis participating in politics and stepping into leadership.
  • Leaders who answer to the people and are judged by their public record.
  • Public opinion measured with care, credible methods and respect for privacy.
  • A culture of fair debate where ideas face questions and disagreement deepens understanding.
  • Lawmakers focused on better laws, effective scrutiny and accountable government.
  • A free press and the freedom for everyone to speak, question and criticise those in power.
  • Public policy shaped by evidence, open discussion and practical results.
  • A Nepal where every person is represented, respected and heard.

We aim to make information about Nepal’s policies, public institutions and elected representatives more accessible and useful. Drawing on publicly available information, we help readers explore decisions, understand commitments and follow the issues that matter to them.

Our purpose is to support informed civic participation. We welcome ideas from across the political spectrum and seek to consider them fairly, with attention to evidence, practical outcomes and the public interest. This initiative is motivated by public benefit rather than profit and currently operates without sponsorship.

We believe accountability includes both recognizing progress and asking constructive questions. Citizens should be able to follow their representatives’ work, examine how commitments develop into action and participate in public discussion with greater confidence.

Policy Nepal is for curious citizens, students, researchers, journalists, policy advocates and public servants. Whether you are learning about an issue, researching a policy or following developments in your constituency, our aim is to help you build a clearer picture.

We strive for fairness while recognizing that every perspective, including ours, has limitations. We encourage readers to consult original sources, consider different viewpoints and form their own judgments. We welcome corrections, honest disagreement and constructive criticism. Personal insults, abusive language, threats and harassment have no place here. We ask everyone to challenge ideas with evidence and treat people with respect.

We bring our time, knowledge and effort to this work in a spirit of service to Nepal. We welcome suggestions, fresh perspectives and practical help. Every thoughtful contribution can help us do better for our country.

Independence

No party, government or funder directs our work, and no one can pay to change, remove or place anything on this site.

We are not a news organisation, a party or a campaign. Our job is to explain how Nepal is governed and to keep the public record in one place, so that people can judge for themselves.

Policy Nepal does not support or oppose any political party or candidate. We apply the same questions, evidence and standards to every party and public official, and we credit good work wherever it happens. We publish our own goals openly, and they never change how we report the record.

What we cover, and what we don’t yet

We cover national and provincial public office — both Houses of Parliament, the federal government and ministries, the seven provincial governments, the courts and the constitutional bodies — together with federal laws, the budget and debt, parties and national issues.

The 753 local governments and historical records are not yet covered. Names, offices and figures are shown as the official source published them on the date we checked; offices change, so always check that date.

Fairness when the record is disputed

An allegation, an investigation, a charge and a court judgment are different things, and we label them separately with dates and the latest outcome. Matters that could harm someone’s reputation are published only after editorial review, and the person’s response is published alongside.

Where our information comes from

We do not invent anything. Every fact, figure, name and position on this site links to a source we opened — the Constitution, laws, official reports and data, court rulings, party documents or published research — with the page or section and the date we checked it. Official records lead for official acts.

We keep kinds of evidence apart: what the law requires; what governments plan, which shows intent rather than results; official data; independent research; what parties say; and representative surveys. Website polls are never presented as public opinion.

Where official sources disagree or information is missing, we say so. A missing record means “not established in the sources reviewed”, not that someone did nothing or holds a view. Our own analysis and options are always labelled as ours.

Expert contributors

We invite people with real expertise in any policy area — law, economics, health, education, energy, agriculture, governance and more — to contribute analysis and ideas. We publish every contribution that meets the criteria below, including views we disagree with.

  1. Real name and a recent photo, published with your contribution. No anonymous or pen-name pieces.
  2. Identity verified before publication: a short video call in which you show a government-issued ID to our editor, or confirmation through an institutional email address or official profile. We never copy or store ID documents.
  3. Your area of expertise: qualifications, current role and relevant experience, published as a short author note.
  4. Interests declared and published: party membership or office, employer, funders or clients connected to the topic. Serving officials and party office-holders may contribute, clearly labelled as such.
  5. Facts sourced, opinions labelled. We check facts, sources and civility — not your point of view. Argue with ideas, not people; no campaigning.
  6. You keep the copyright and allow Policy Nepal to publish and translate your piece. Our corrections policy applies to contributions too.

Privacy

You can read everything on this site without giving any personal information; an account is needed only to rate. We do not use analytics, advertising, tracking cookies or social-media trackers. Your browser keeps your language choice and, while you are signed in, your sign-in session. Public-page audio may also be saved on your device for up to seven days to reduce repeat downloads; changed text gets new audio. Account-page audio is not saved in this cache. The Listen button sends the text of the page you are reading, and nothing about you, to our Listen service, which turns it into English or Nepali audio. The audio is kept so the same text is not processed twice. If you choose Save on this device in the policy workspace, your draft stays in this browser until you clear it. Downloaded proposal and response files are shared only by you; they are not uploaded to Policy Nepal.

Our hosting service processes technical information such as IP addresses to deliver pages; we have not enabled visitor logs and do not use this information to identify anyone. Email to policynepal.org addresses is forwarded to our inbox through an email service. If you write to us or contribute, we keep only what is needed to reply or publish, and delete it on request. Political opinions are never used for profiling, targeting or advertising.

If you create an account, we store your email address and sign-in details, the profile details you choose to give — age group, gender, province, city, education, occupation and, only with your separate consent, the party you feel closest to — and your ratings. This data is stored in the United States. We do not store your IP address with your account.

Your individual answers and your party preference are never shown or shared. Ratings are published only as totals once at least 100 people have responded, and any breakdown by province or age group needs at least 30 people; nothing is ever broken down by party. You can download all your data or delete your account at any time from your account page. Deletion takes effect immediately; backup copies are removed within 7 days.
