How Nepal's federal budget is madeनेपालको सङ्घीय बजेट कसरी बन्छ
The Constitution sets the rules. No tax may be collected and no loan raised except under law (Art. 115). Every year the Finance Minister presents estimates of revenue and spending to a joint sitting of both Houses of the Federal Parliament on 15 Jestha, around mid-May (Art. 119(1) and (3)). The estimates must be accompanied by a statement of what each ministry was given the previous year and whether its objectives were met (Art. 119(2)). Parliament approves spending by passing an Appropriation Act, which lists amounts under each head (Art. 120). Some payments do not need a vote because they are charged directly on the Federal Consolidated Fund; these include all charges on the government's debts (Art. 118(g)). If money runs short during the year the Finance Minister can bring a supplementary estimate (Art. 121). While the Appropriation Bill is still being discussed, Parliament can allow up to one-third of the year's estimated spending in advance (vote on account, Art. 122). Provincial and local budgetsप्रदेश र स्थानीय तहको बजेट
Each province has its own budget: the Provincial Finance Minister presents estimates to the Provincial Assembly, following the same pattern as the federal budget (Art. 207). Each rural municipality and municipality also adopts its own budget through its assembly; if it plans a deficit it must say how the deficit will be met (Art. 230). The National Natural Resources and Fiscal Commission recommends the equalization grants that the federal government gives to provinces and local levels, and the ceiling on domestic borrowing for all three levels (Art. 251(1)(b) and (f)). The figures on this page are for the federal budget only; they include the federal money transferred to provinces and local levels, but not what those governments raise and spend themselves.प्रत्येक प्रदेशको आफ्नै बजेट हुन्छ: प्रदेश अर्थमन्त्रीले सङ्घीय बजेटकै ढाँचामा प्रदेश सभामा अनुमान पेस गर्छन् (धारा २०७)। प्रत्येक गाउँपालिका र नगरपालिकाले पनि आफ्नो सभामार्फत बजेट पारित गर्छ; घाटा बजेट बनाउनुपरे घाटा पूर्तिको स्रोत खुलाउनुपर्छ (धारा २३०)। राष्ट्रिय प्राकृतिक स्रोत तथा वित्त आयोगले प्रदेश र स्थानीय तहलाई दिइने समानीकरण अनुदान र तीनै तहले लिन सक्ने आन्तरिक ऋणको सीमा सिफारिस गर्छ (धारा २५१(१)(ख) र (च))। यस पृष्ठका तथ्याङ्क सङ्घीय बजेटका मात्र हुन्; प्रदेश र स्थानीय तहमा हस्तान्तरण हुने सङ्घीय रकम समावेश छ, तर ती सरकारले आफैं उठाउने र खर्च गर्ने रकम समावेश छैन।
Recurrent, capital and financing: what the words meanचालु, पुँजीगत र वित्तीय व्यवस्था: शब्दको अर्थ
Recurrent (current) spending pays for things used up within the year: salaries, pensions, office costs, allowances, subsidies and interest. Capital spending creates assets that last, such as roads, bridges, power lines and buildings. Financing covers money that goes out but is not consumption or investment by the government itself: repaying the principal of loans, and lending to or buying shares in public enterprises. Two documents group these differently. The budget speech counts fiscal transfers to provinces and local levels inside current spending (Rs 1,270.58 bn = Rs 846.31 bn federal current + Rs 424.28 bn transfers), while Annex 1 shows transfers as a separate line. Estimate, revised estimate and actualअनुमान, संशोधित अनुमान र यथार्थ
A budget estimate is what the government plans when the budget is presented. A revised estimate is the government's own update of the same year, published with the next year's budget (for example, the 2083/84 budget shows the 2082/83 revised estimate). An actual is what was really collected or spent, recorded by the Financial Comptroller General Office (FCGO) and audited by the Auditor General. In Nepal actual spending, especially capital spending, is usually well below the estimate, so the three numbers for the same year can be very different.बजेट अनुमान भनेको बजेट पेस गर्दा सरकारले गरेको योजना हो। संशोधित अनुमान भनेको सोही वर्षको सरकारकै अद्यावधिक अनुमान हो, जुन अर्को वर्षको बजेटसँग प्रकाशित हुन्छ (जस्तै २०८३/८४ को बजेटमा २०८२/८३ को संशोधित अनुमान)। यथार्थ भनेको वास्तवमै उठेको वा खर्च भएको रकम हो, जुन महालेखा नियन्त्रक कार्यालयले अभिलेख गर्छ र महालेखापरीक्षकले लेखापरीक्षण गर्छ। नेपालमा यथार्थ खर्च, विशेषगरी पुँजीगत खर्च, प्रायः अनुमानभन्दा निकै कम हुने भएकाले एउटै वर्षका यी तीन अङ्क धेरै फरक हुन सक्छन्।
Revenue sharing and fiscal transfersराजस्व बाँडफाँट र वित्तीय हस्तान्तरण
Some taxes collected by the federal government (such as VAT and domestic excise) and some royalties are shared with provinces and local levels by formula. In 2083/84 this is estimated at Rs 175 billion (Annex 1 row 5). Separately, the federal budget gives grants of four types (equalization, conditional, complementary, special), estimated at Rs 424.28 billion (Annex 1 row 12). The budget speech says more than Rs 600 billion will reach provinces and local levels through revenue sharing (including royalties) and fiscal transfers (para 66(c)).सङ्घले उठाउने केही कर (जस्तै मू.अ.क. र आन्तरिक अन्तःशुल्क) र केही रोयल्टी सूत्रअनुसार प्रदेश र स्थानीय तहसँग बाँडफाँट हुन्छ। २०८३/८४ मा यो रु. १ खर्ब ७५ अर्ब अनुमान गरिएको छ (अनुसूची १ पङ्क्ति ५)। यसबाहेक सङ्घीय बजेटले चार प्रकारका अनुदान (समानीकरण, सशर्त, समपूरक, विशेष) दिन्छ, जसको अनुमान रु. ४ खर्ब २४ अर्ब २८ करोड छ (अनुसूची १ पङ्क्ति १२)। बजेट वक्तव्यअनुसार राजस्व बाँडफाँट (रोयल्टीसहित) र वित्तीय हस्तान्तरणमार्फत प्रदेश र स्थानीय तहमा रु. ६ खर्बभन्दा बढी पुग्नेछ (अनुच्छेद ६६(ग))।

Why does the government borrow?सरकारले किन ऋण लिन्छ?
When spending is larger than revenue and grants, the gap is borrowed. The Public Debt Management Act, 2079 says public borrowing is managed for rapid economic development and economic stability. PDMO's 2081/82 annual report names the main reasons debt rose: reconstruction after the 2072 earthquake, the COVID-19 pandemic, the higher costs of implementing federalism, and more resources for development. Loans also repay old loans: in 2081/82 Rs 291.20 billion of principal was repaid.खर्च राजस्व र अनुदानभन्दा बढी भएपछि अन्तर ऋणबाट पूर्ति गरिन्छ। सार्वजनिक ऋण व्यवस्थापन ऐन, २०७९ ले द्रुत आर्थिक विकास र आर्थिक स्थायित्वका लागि सार्वजनिक ऋणको व्यवस्थापन गर्ने उल्लेख गरेको छ। कार्यालयको २०८१/८२ को वार्षिक प्रतिवेदनअनुसार ऋण बढ्नुका मुख्य कारण २०७२ को महाभूकम्पपछिको पुनर्निर्माण, कोभिड–१९ महामारी, सङ्घीयता कार्यान्वयनमा बढेको खर्च र विकास निर्माणमा थप स्रोत परिचालन हुन्। नयाँ ऋणले पुराना ऋण पनि तिर्छ: २०८१/८२ मा रु. २ खर्ब ९१ अर्ब २० करोड साँवा भुक्तानी भयो।
Concessional and market borrowingसहुलियतपूर्ण र बजार ऋण
Almost all of Nepal's foreign debt is owed to development institutions and governments (91.06% multilateral, 8.94% bilateral at end-Bhadra 2083), not to private bond markets. Such loans are "concessional": low interest and long repayment periods. For example, the 2083 JICA loan for the Nagdhunga tunnel carries 1.95% interest, with 20 years to repay and 10 years' grace. Domestic debt is borrowed at market rates set by auction, mostly from banks; the average rate on all government securities was 3.83% in 2081/82 after 8.84% in 2079/80.नेपालको वैदेशिक ऋण लगभग सबै विकास संस्था र सरकारहरूसँग छ (२०८३ भाद्र मसान्तमा बहुपक्षीय ९१.०६ प्रतिशत, द्विपक्षीय ८.९४ प्रतिशत), निजी बन्ड बजारसँग होइन। यस्ता ऋण "सहुलियतपूर्ण" हुन्छन्: ब्याज कम र भुक्तानी अवधि लामो। उदाहरणका लागि नागढुंगा सुरुङमार्गका लागि २०८३ मा जाइकासँग भएको ऋणको ब्याजदर १.९५ प्रतिशत, भुक्तानी अवधि २० वर्ष र ग्रेस अवधि १० वर्ष छ। आन्तरिक ऋण बोलकबोलबाट तय हुने बजार दरमा, धेरैजसो बैंकबाट लिइन्छ; सबै सरकारी ऋणपत्रको औसत ब्याजदर २०७९/८० मा ८.८४ प्रतिशत थियो भने २०८१/८२ मा ३.८३ प्रतिशत भयो।
What are the risks?जोखिम के छन्?
Exchange rates: 71% of foreign debt is in SDR and about 22% in US dollars, so when the rupee weakens the debt grows without any new borrowing. In 2082/83 exchange-rate losses added Rs 167.00 billion to external debt (GDS Asar 2083, Table 1). Rising repayments: debt service rose from 2.18% of GDP in 2077/78 to 5.92% in 2081/82. Short-term debt: treasury bills must be rolled over within a year, so interest costs can jump when rates rise, as in 2079/80.
