Manufacturing and industry

Figures are taken from official documents with sources below; an editor is still reviewing this page. Where official figures disagree, both are listed.

Factories and workshops that turn raw materials into goods: cement, steel rods, edible oil, food and drinks, medicines, carpets, garments, yarn and more, along with mining and quarrying. Industry can create many steady jobs, but in Nepal it remains small compared with trade and services, and many factories run well below capacity. Ministry of Financeअर्थ मन्त्रालय · Nepal Rastra Bankनेपाल राष्ट्र बैंक

What is changing?

  • Manufacturing's share has hovered between about 5% and 6% for a decade (5.49% in FY 2016/17, an estimated 5.72% in FY 2025/26), with average real growth of 4.03% a year. Output fell in FY 2023/24 and has recovered since, with cement, vegetable ghee, steel rods and beer among the products cited by the Ministry of Finance. Ministry of Financeअर्थ मन्त्रालय
  • Foreign investment is concentrated: manufacturing, electricity and finance together held about 82% of the Rs 339.85 billion FDI stock at mid-July 2025, and most of it is in Bagmati Province. NRB's survey names infrastructure bottlenecks, regulatory and procedural delays and land acquisition as the main constraints.

What holds it back?

As documented by the official reviews and reports named beside each point.

  • Factories run well below capacity. The Reform Commission, citing the Confederation of Nepalese Industries, puts capacity use at 58.47% across industry and 52% in manufacturing, and gives cement as an example of overcapacity (about 25 million tonnes a year of capacity against about 10 million tonnes of demand). NRB's survey finds 59.4% capacity use among foreign-invested manufacturers.
  • Manufacturing has stayed below plan targets: the 16th Plan records a share of about 5% of GDP against the 15th Plan target of 6.5%. NRB's investment survey names infrastructure bottlenecks, regulatory and procedural delays and land acquisition as the main constraints on foreign investment.
  • Mining and construction materials: the Commission finds most mining licences unused (61 mines operating against 159 mining licences at the end of FY 2079/80), outdated laws, and lawless extraction of river sand and gravel.
  • Approved foreign investment often does not arrive: of Rs 79.69 billion approved through the Department of Industry's one-stop service in FY 2081/82, Rs 11.31 billion (14%) had been received through Nepal Rastra Bank, according to the Auditor General (28% for FY 2079/80 approvals and 13% for FY 2080/81). Office of the Auditor Generalमहालेखा परीक्षकको कार्यालय Office of the Auditor Generalमहालेखा परीक्षकको कार्यालय
  • The World Bank finds that manufacturing fell from 7.3% of real GDP during the conflict period to 5.7% in the recent period of repeated shocks, that construction has overtaken it as the largest industrial subsector, and that both contracted in 2023 because of import restrictions. World Bank (Country Economic Memorandum 2025)विश्व बैंक (देश आर्थिक स्मरणपत्र २०२५) World Bank

Opportunities

  • Spare capacity and cheap surplus electricity: the Commission recommends promoting cement exports to India through Indian quality certification and joint ventures, local manufacture of hydro and electrical equipment, and import substitution in medicines (it says domestic producers could meet 70% of demand but supply 40%). High-Level Economic Reform Commission

Which level of government is responsible?

What official reviews recommend

Recommendations are listed as their authors made them. Policy Nepal does not endorse them.

  • The National Planning Commission should 'red-flag' sectors with excess capacity; at least 60% of bank credit to productive sectors; a framework for long-term bonds; a new federal mining act and royalties as a share of sales (pp. 170, 202-203). High-Level Economic Reform Commission
