Parliamentary committees are smaller bodies of members that do much of Parliament's detailed work. Article 97(1) of the Constitution lets the House of Representatives and the National Assembly form committees. An official National Assembly committee page explains that, because Parliament works formally, meets in periodic sessions and has limited time, committees are formed "as a Mini Parliament" so that the work of government bodies can be watched continuously even when Parliament is not in session, issues can be discussed in depth, expert views can be heard, and Parliament's regular and urgent work can keep moving. Thematic committees hold the government responsible and accountable to their House by monitoring and evaluating its work and giving directions or advice. Joint committees draw members from both Houses, and special committees are formed for a particular task.संसदीय समितिहरू संसद्को विस्तृत काम गर्ने सदस्यहरूका साना निकाय हुन्। नेपालको संविधानको धारा ९७(१) ले प्रतिनिधि सभा र राष्ट्रिय सभालाई समिति गठन गर्न सक्ने व्यवस्था गरेको छ। राष्ट्रिय सभाको एक आधिकारिक समिति पृष्ठका अनुसार संसद्को औपचारिक कार्यपद्धति, आवधिक अधिवेशन, कार्यबोझ र समयको सीमितताका कारण संसद् अधिवेशन नचलेको अवस्थामा समेत सरकारी निकायको कामकारबाहीको निरन्तर निगरानी गर्न, विषयमा गहन छलफल गर्न, विज्ञको राय सुझाव लिन र संसद्का नियमित तथा आकस्मिक काम अघि बढाउन "Mini Parliament" (सानो संसद्) को रूपमा समितिहरू गठन हुन्छन्। विषयगत समितिहरूले सरकारका कामकारबाहीको अनुगमन र मूल्याङ्कन गरी आवश्यक निर्देशन वा राय सल्लाह दिएर सरकारलाई सम्बन्धित सदनप्रति उत्तरदायी र जवाफदेही बनाउँछन्। संयुक्त समितिमा दुवै सदनका सदस्य रहन्छन् र विशेष समिति कुनै खास कामका लागि गठन हुन्छ।
