• Rule 147(1) of the National Assembly Rules, 2075 sets up four thematic committees to make the government responsible and accountable to the Assembly, to monitor and evaluate its work, and to give directions or advice. This committee's jurisdiction: discussion and management of bills; measuring implementation of Acts, with study and research; legislative relations among the federal units; and related bodies. • Under rule 148ख the committee, among other things, discusses bills referred to it clause by clause and reports to the Assembly; considers suggestions from the public on bills; studies how effectively Acts are implemented and gives directions to the government; coordinates legislative relations among federal, provincial and local governments, seeking stakeholders' views on laws in shared-power areas; studies provincial and local law-making and shares good practice; can hold public hearings; hears public complaints; and monitors its directions. • Some commitments are still pending: according to the Auditor General, the Federal Education Act promised in the 2080/81 budget was not drafted; 32,000 people had their skills tested against a target of 50,000; and several programmes spent little of their budgets (for example 0% for the President's Education Reform Programme and 28% for the central School Sector Education Plan). • Budget execution and reporting need strengthening: the Auditor General reports that the ministry and its offices spent 40.45% of their budget in FY 2080/81; a bill on an integrated legal-aid policy promised in the budget was not tabled; and spending on the donor-funded justice project was not disclosed in the consolidated financial statement.
