A before, during and after checklist for anyone working with a committee of Nepal's Federal Parliament: members and their staff, officials asked to appear, and experts or citizen groups invited to give views. It sets out what committees may do under the current House of Representatives Rules, 2083, the National Assembly Rules and the joint rules, and how to follow up.

Checklist

  • Checked against the rules

The House rules list the ministries and bodies each thematic committee covers; the Speaker can assign new subjects and call a joint meeting when an issue spans committees. Policy Nepal's committee pages show each mandate. Government of Nepal · Federal Parliament Secretariat Const. Art. 97(1) (p. 53); HoR Rules rules 173-174 (pp. 89-91); NA Rules rule 147 (pp. 105-108)

  • Checked against the rules

A House thematic committee can discuss bills clause by clause, evaluate policies and programmes, examine budget estimates and suggest savings, follow up ministers' promises, check delegated legislation, follow up inquiry reports, hear complaints from the public within its mandate, measure how laws are implemented, and review constitutional commissions in its area. Federal Parliament Secretariat Rule 178(1)(क)-(ट) (pp. 95-97)

  • General advice

Committees publish agendas on the Parliament portal; Policy Nepal lists recent agenda items on each committee page. Earlier directions tell you what the ministry has already been asked to do.

  • Checked against the rules

Committee time is short and the chair can cut off a discussion that runs on. A clear ask (a direction, a document, a date) is easier to act on than a general concern. Federal Parliament Secretariat Rule 187 (p. 105)

  • Checked against the rules

A member with a conflict of interest in a committee's area is not to be nominated to it, and members with such a conflict should not take part in the related discussion or decision. Good practice, not a rule: staff and invited experts should also declare relevant interests. Federal Parliament Secretariat Rule 175(2) and Explanation (p. 91); rule 194 heading (table of contents, p. 108)

  • Checked against the rules

A committee may call for any document and require officials or other people to appear. A minister may decline to produce a document on grounds of national security or public interest, but must give reasons, and the committee's decision is final. Federal Parliament Secretariat · Federal Parliament Secretariat HoR Rules rule 188(1)-(2) (p. 105); NA Rules rule 155(1)-(2) (p. 128)

  • Checked against the rules

Committees may invite representatives of affected groups and experts. Once invited and present, they have a duty to give clear information, and invited officials must provide true facts. Federal Parliament Secretariat · Federal Parliament Secretariat HoR Rules rule 186(2)-(3) (pp. 104-105), rule 178(3) (p. 98); NA Rules rule 154(2)-(3) (p. 127)

  • Checked against the rules

The chair calls meetings. If a meeting has been adjourned, one-quarter of members can ask in writing for a meeting on a stated subject, and the chair must set a date within five days. The minister must attend when the committee discusses a bill. Federal Parliament Secretariat Rule 181(1) and proviso (p. 102); rule 178(4) (p. 98)

  • Checked against the rules

On a bill, an amendment must say which words it replaces and with what, be relevant, and fit the bill's principle. Precise wording is more likely to be taken up. Federal Parliament Secretariat Rule 113(1)(क)-(च) (p. 52)

  • Checked against the rules

Committees can follow up the government's commitments and assurances, so a precise record makes later follow-up possible. Federal Parliament Secretariat Rule 178(1)(घ) (p. 96)

  • Checked against the rules

A body that receives a committee direction must report progress within 30 days, or give clear reasons if it has not acted. It can ask the committee to reconsider within 30 days. The committee monitors implementation and can report to the House. Federal Parliament Secretariat Rule 178(1)(ठ)-(ढ) (pp. 97-98); rule 178(5) (pp. 98-99)

  • Checked against the rules

The chair (or a member chosen by the chair) presents the report in the House. Thematic committees must present their annual report at least 15 days before the budget estimates. Federal Parliament Secretariat Rule 189(1)-(2) (p. 105); rule 178(11) (p. 99)

  • Checked against the rules

The Parliamentary Hearing Committee has 15 members: 12 from the House of Representatives and 3 from the National Assembly. It must decide within 45 days of receiving a nomination. A nominee is rejected only by a two-thirds majority of all its members; otherwise the nomination is treated as approved. Government of Nepal · Federal Parliament Secretariat Const. Art. 292(1)-(2) (pp. 171-172); Joint Rules rules 25(1)-(2), 26(2) and 26(5) (pp. 10-12)

Hypothetical example

Hypothetical example. A member's assistant is preparing for a meeting of the House of Representatives Education, Health and Information Technology Committee about late delivery of school textbooks. Mandate: the rule 173 table puts the Ministry of Education and Sports under this committee, so the issue fits. Brief: one page with the number of districts reporting late delivery, a source for each figure, and two asks: that the committee call the head of the responsible department, and that it direct the ministry to publish a delivery schedule. In the meeting the assistant records that an official promised a schedule "within two weeks". Thirty days after the committee's direction, the assistant checks whether the ministry has sent its progress report. The issue, people and figures are invented for practice.

Limits of this guide

Most steps follow the House of Representatives Rules, 2083. National Assembly committees work under the National Assembly Rules, 2075, which were checked only for the points cited (mandates, documents, experts, quorum). Joint committees other than the Parliamentary Hearing Committee were not covered. The rules exist only in Nepali, and the English wording is Policy Nepal's rendering, not an official translation. The advice on briefs and record-keeping is general good practice, not a legal requirement. Rules can be amended; check the current version on the Parliament website.
