Federal, provincial and local governments, the army and police, public schools, universities and hospitals, and state-owned enterprises such as the electricity authority, Nepal Telecom and Nepal Airlines. How much it collects, how it spends and how well it finishes projects affects all of them. Ministry of Financeअर्थ मन्त्रालय · Nepal Rastra Bankनेपाल राष्ट्र बैंक
Education and health in the national accounts include private schools and hospitals, so not all of their share is public. Employment shares come from the 2017/18 Labour Force Survey, the latest completed one. It counts only work for pay or profit, so family farming for the household's own food is not counted as employment.

What official reviews recommend
Recommendations are listed as their authors made them. Policy Nepal does not endorse them.
- Cut federal offices and staff; pay provinces and local governments after they spend; close five dormant enterprises; a single government holding company for enterprises (it cites Temasek and Druk Holding as models); no more government loans to pay enterprise salaries (pp. 99-100, 114). High-Level Economic Reform Commission
