What does it do?
- The Act provides for public transport authorities in urban areas (municipalities and adjoining rural municipalities) to make public transport easy, accessible, passenger-friendly, reliable, affordable and safe through an integrated transport system. Municipalities may set up such an authority, chaired by the mayor (of the most populous municipality where several join), run under provincial law; a separate authority serves the Federal Capital City area of Kathmandu, Bhaktapur and Lalitpur districts. Nepal Law Commission, Government of Nepal Preamble; Sections 2–4, pp. 1–3; Section 12, p. 9
- Authorities plan and manage public transport: they set routes, fares, service conditions, vehicle standards and quality, develop integrated cashless electronic ticketing, fix bus stops, waiting areas and parking, contract services from private or public operators, require only listed operators to run services, and may remove obstructions, regulate other traffic on their routes and inspect services. In the Kathmandu Valley the authority must develop an integrated transport system. Nepal Law Commission, Government of Nepal Sections 5–6, pp. 3–6
- The capital-area authority is governed by a council chaired by the Mayor of Kathmandu Metropolitan City, with the Mayors of Lalitpur and Bhaktapur, federal and Bagmati officials, traffic police, operators and consumer representatives, and a chief executive officer. Traffic police may fine passengers and operators Rs 1,000–5,000 for offences such as fare evasion, over- or under-charging, mistreating women, children, older or disabled passengers, damage or littering, with appeal to the District Court. Nepal Law Commission, Government of Nepal Sections 13–18, pp. 10–14
