No official source found stating that it is under a ministry. The Act says: 'Ministry' means the Ministry of Health and Population; the Board must contact the Government of Nepal through the Ministry, and the Ministry may give the Board directions that it must follow. The Board's annual report goes to the Prime Minister through the Ministry (Health Insurance Act 2074, s.2(ज), s.36, s.37 and s.19(घ)). The HIB board page lists representatives of the 'Ministry of Health and Food Safety' (स्वास्थ्य तथा खाद्य स्वच्छता मन्त्रालय), not the ministry name in the consolidated Act. The current ministry name was not confirmed from an official ministry source.

What could we not establish?

• The board page spells the name 'Mrs. Sakuntala Prajapati' and lists her as 'Member Secretary'. The home page lists 'Shakuntla Prajapati, Executive Director'. Home-page notices (2083/04) show recruitment for the Executive Director post under way, so she may hold the post in an acting capacity; the site does not say.सञ्चालक समितिको पृष्ठमा ‘Mrs. Sakuntala Prajapati’ लाई सदस्य सचिव भनिएको छ। गृहपृष्ठमा ‘Shakuntla Prajapati, Executive Director’ छ। गृहपृष्ठका २०८३/०४ का सूचनाले कार्यकारी निर्देशक पदमा नियुक्ति प्रक्रिया चलिरहेको देखाउँछन्; उहाँ कार्यवाहक हुन सक्नुहुन्छ, तर वेबसाइटले खुलाएको छैन।
• On the board page the Chairperson's name is blank in the Nepali interface; the English interface shows Dr. Subash Pyakurel without a role label.
