No official source found stating that it is under a ministry. The Act says: 'Ministry' means the Ministry of Energy, Water Resources and Irrigation; the Commission must keep contact with the Government of Nepal through the Ministry, and must submit its annual report to the Ministry within three months of the end of each fiscal year (ERC Act 2074, s.2(च), s.40 and s.38(1)). The Act makes the Commission autonomous (s.4) and channels its contact with government through the Ministry (s.40); it does not use wording that places the Commission 'under' the Ministry.
