Inland Postal Commodity Insurance Rules, 2019

What does it do?

• Letters and other postal items carrying currency notes, cheques, hundi or other negotiable documents must be insured to be sent by post. They can be insured for up to Rs 1,500, between the post offices listed in the Schedule (Kathmandu General Post Office, Lalitpur, Bhaktapur, Birgunj, Biratnagar, Pokhara and Bhairahawa) and any others the Postal Director designates.मुद्रा नोट, चेक, हुण्डी वा अन्य बेचबिखन गर्न मिल्ने लिखत राखिएका पत्र र हुलाक वस्तु हुलाकबाट पठाउन बिमा गर्नैपर्छ। अनुसूचीमा उल्लेखित हुलाक (काठमाडौं जनरल पोस्ट अफिस, ललितपुर, भक्तपुर, वीरगञ्ज, विराटनगर, पोखरा र भैरहवा) र हुलाक डाइरेक्टरले तोकेका अन्य हुलाकबीच बढीमा रु. १,५०० सम्मको बिमा गर्न सकिन्छ। Nepal Law Commission Rules 2(क)-(ख), 3 and 4, Schedule, PDF pp. 1, 5
• The sender must pay in advance, by fixing postage stamps, the insurance fee the government sets by Gazette notice, on top of postage and registration fees. The item must be in a strong envelope, sealed with wax and one personal seal on every joint, with the insured value written clearly in figures and words without corrections, and the sender's name and address in the bottom left corner.प्रेषकले हुलाक महसुल र रजिष्ट्री शुल्कका अतिरिक्त नेपाल सरकारले राजपत्रमा सूचना प्रकाशित गरी तोकेको बिमा दस्तुर हुलाक टिकट टाँसेर अग्रिम चुक्ता गर्नुपर्छ। बिमा वस्तु बलियो खाममा राखी हरेक जोर्नीमा लाहाद्वारा एउटै व्यक्तिगत छाप लगाई बन्द गरेको हुनुपर्छ। खाममा बिमा गरिने मूल्य अङ्क र अक्षरमा केरमेट नगरी स्पष्ट लेखिएको र प्रेषकको नाम ठेगाना तल्लो देब्रे कुनामा लेखिएको हुनुपर्छ। Nepal Law Commission Rule 5(क)-(छ), PDF pp. 1-2
• The post office gives a separate receipt for each insured item, and a return receipt signed by the addressee is sent to the sender free of charge. The item is sent back to the sender if it is not collected within 10 days of the arrival notice, if the addressee refuses it, cannot be found or has died, or has moved and cannot be traced within 10 days. An addressee who has moved and writes within those 10 days gets 5 more days to collect it.हुलाकले प्रत्येक बिमा वस्तुको छुट्टाछुट्टै रसिद दिन्छ र ठेगानावालाले दस्तखत गरेको फिर्ती रसिद प्रेषकलाई निःशुल्क पठाइन्छ। आगमन सूचना दिएको १० दिनभित्र ठेगानावालाले नलिएमा, लिन इन्कार गरेमा, ठेगानावाला नभेटिएमा वा मृत्यु भएमा, वा ठाउँ सरेर १० दिनभित्र पत्ता नलागेमा बिमा वस्तु प्रेषकलाई फिर्ता पठाइन्छ। सरेको ठेगानावालाले सो १० दिनभित्र लिखित सूचना दिएमा थप ५ दिनसम्म हुलाकमा राखिन्छ। Nepal Law Commission Rules 6, 7 and 8(क)-(ग), PDF pp. 2-3
• If an insured item is lost or damaged in the post, the sender is not compensated when: the address was wrong or incomplete; fraud by the sender or addressee is proved; the addressee signed the return receipt and took delivery; no complaint was made within 2 months of posting; the packing was poor; the envelope or wax seal shows no visible damage; currency was enclosed without insuring its real value; the damage came from the item's own nature; or the item was prohibited.बिमा गरिएको हुलाक वस्तु हराएमा वा नोक्सान भएमा यी अवस्थामा क्षतिपूर्ति पाइँदैन: ठेगाना अधुरो वा गलत भएमा, प्रेषक वा ठेगानावालाले जालसाजी गरेको प्रमाणित भएमा, ठेगानावालाले फिर्ती रसिदमा सही गरी लिइसकेमा, हुलाकमा दाखिल गरेको २ महिनाभित्र उजुरी नदिएमा, प्याकिङ अयोग्य भएमा, खाम वा लाहाछापमा देखिने नोक्सानी नभएमा, मुद्रा राखेर वास्तविक मूल्यको बिमा नगरेमा, वस्तुको स्वभावैले नोक्सान भएमा वा हुलाकले मनाही गरेको वस्तु भएमा। Nepal Law Commission Rule 9(क)-(झ), PDF pp. 3-4
