Accreditation Regulation, 2083

What does it do?

• A conformity-assessment body seeking accreditation must apply to the Nepal Accreditation Centre with the Schedule-1 fee: Rs 50,000 (renewal Rs 40,000) for laboratories, reference-material producers and proficiency-testing providers, and Rs 1,20,000 (renewal Rs 1,00,000) for certification and inspection bodies. It must attach its registration certificate, last year's tax clearance, a declaration that it is not blacklisted and, if registered in Nepal, proof of listing with the Social Security Fund. • An assessor examines the applicant and sends a preliminary report to the Centre. Within 30 days at most, the Centre must ask a subject committee to look into the applicant, and the committee sends a final report, after an on-site inspection if it needs more evidence. If accreditation is justified, the Centre must issue the Schedule-5 certificate on payment of the charge set by the board. • To renew, an accredited body applies with the renewal fee; an assessor re-examines it and the subject committee gives a clear opinion. The Executive Director may renew the certificate for three years, which counts as re-accreditation. If renewal is refused, the body must be told why within seven days. Before suspending or cancelling a certificate, the Centre must give the body at least 15 days to explain itself. A suspended or cancelled body may not use the Centre's logo or any mark of accreditation.नवीकरणका लागि प्रत्यायन प्राप्त संस्थाले नवीकरण दस्तुरसहित निवेदन दिनुपर्छ; परीक्षकले पुनः जाँचबुझ गर्छ र विषयगत समितिले स्पष्ट राय दिन्छ। कार्यकारी निर्देशकले तीन वर्षका लागि प्रमाणपत्र नवीकरण गर्न सक्छ र नवीकरणलाई पुनःप्रत्यायन मानिन्छ। नवीकरण गर्न उपयुक्त नदेखिए सात दिनभित्र कारणसहित संस्थालाई जानकारी दिनुपर्छ। प्रमाणपत्र निलम्बन वा खारेज गर्नुअघि केन्द्रले कम्तीमा पन्ध्र दिनको समय दिई सफाइ पेस गर्ने मौका दिनुपर्छ। निलम्बित वा खारेज भएको संस्थाले केन्द्रको लोगो वा प्रत्यायन जनाउने कुनै सङ्केत प्रयोग गर्न पाउँदैन। Nepal Law Commission Rules 8(1)-(9) and 9(1)-(3), PDF pp. 3-5
• A body that wants accreditation from a foreign accreditor must first get the Centre's approval on the Schedule-6 form, paying Rs 10,000 (laboratory-type bodies) or Rs 15,000 (certification and inspection bodies). It must send the Centre a copy of the foreign certificate within one month of receiving it, and report any change of scope, re-accreditation, suspension or cancellation within 15 days. • The Centre monitors and inspects accredited bodies, on a regular or surprise basis, and may stop the work of an approved foreign conformity-assessment body that is the subject of a complaint. Complaints are filed on the Schedule-7 form and investigated by a technical committee or assessors; the body concerned must be told of any action within seven days.
