What does it do?

  • Anyone may tell the local ward office that a person, family or community is facing hunger or is at risk of it. If the local level confirms this, it must, through the ward office, provide food immediately, arrange basic health care from the nearest health facility, and ask the provincial or federal government for more resources if its own are not enough. Nepal Law Commission Rule 3(1)-(2), PDF p. 2
  • Households at risk of food insecurity are found through a scored household survey whose form the Ministry publishes in the Nepal Gazette. Ward offices carry out the survey and recommend a list to the local executive, which must publish it and give at least 30 days for claims and objections before publishing the final list. The record must be updated every year. Listed households get a food assistance card, valid for one year and renewed every year. Nepal Law Commission Rules 4(2)-(3), 5(1)-(5), 6(1)-(2) and 7(1)-(2), PDF pp. 3-5
  • The local level may name card-holding households as special-category households, for example landless families with no work, families who lost daily wages in a lockdown, families facing hunger, helpless or very poor families, and households where all members are children, as well as families hit by an emergency or a declared disaster. This lasts up to one fiscal year, or as long as the crisis lasts. These households get food assistance free of charge. Help may be given as food or as cash of equal value, but remote areas where food is hard to get must receive food, with local produce given priority. Nepal Law Commission Rules 8(1)-(5) and 9(1)-(3), PDF pp. 5-7
  • The Government sets minimum support prices in the Nepal Gazette at least two months before harvest for storable crops such as paddy, wheat, maize, millet and lentils; local levels may set them for other local crops. Farmers may apply at their ward office for a farmer identity card; the Ministry classifies them and the local level issues the card, valid for three years and renewed every three years. Card holders get subsidies and discounts on inputs, infrastructure and insurance premiums, with special priority for landless, marginalised, subsistence Dalit, endangered indigenous and women farmers. People who do not farm but rent out their land get none of these benefits. Nepal Law Commission Rules 15(1)-(2), 16(1)-(8) and 17(1)-(2), (6), PDF pp. 10-13
  • A farmer whose crop failed or fell sharply because of seed may apply, with the ward office's recommendation, within 60 days of learning of it to the district compensation committee chaired by the Chief District Officer. The committee should normally decide within three months, setting compensation in proportion to the loss, and the seed company or firm must pay within 60 days of the decision. A party unhappy with the decision may complain to the Ministry within 35 days. Nepal Law Commission Rule 20(1)-(10), PDF pp. 14-15
