National Sports Development Regulation, 2022

What does it do?

• A national sports association or federation registers with the National Sports Council by applying with its documents, proof of any international affiliation, its committee members' citizenship certificates and a Rs 10,000 fee. The Council must issue the certificate within 15 days of deciding to register it, and report a refusal within five days. • A sports association's statute must bar discrimination against players on political, religious, ethnic, gender or physical grounds and follow inclusion. It must provide for a general assembly within three months of the end of each fiscal year, elections every four years with the Council's approval, a technical committee led by a coach or expert, and at least one physical facility for the sport, or a credible plan to obtain land within a year. • Olympic, Paralympic, Special Olympic and similar committees must register with the Council; registration lasts one fiscal year and must be renewed before it expires. Late renewal costs 25 per cent extra in the first three months and 50 per cent in the next three, after which the Council may cancel the registration and inform the international body. • A National Anti-Doping Agency, led by a coordinator the Government nominates and including a Nepal Medical Council doctor and a law expert, works against banned substances in sport: it runs anti-doping work at national and international events, arranges a testing laboratory, manages doping officers and runs awareness programmes. Nominated members serve four years. • Interest from the Players' Welfare Fund helps national players and coaches injured in accidents or with serious illnesses such as heart or kidney disease, cancer, Parkinson's, Alzheimer's, spinal or head injury and sickle cell anaemia. For prizes, associations must apply within 15 days of a competition; the Cabinet approves the list. A player who wins any Olympic medal, an Asian Games gold or two other Asian Games medals, or three South Asian Games golds may get a one-time Rs 2.5 million for housing.
