What does it do?

• The head of the local livestock office must check and watch regularly for bird flu. If bird flu is suspected, the head may collect samples and stop the eating, sale, use and movement of birds and bird products from that area until the test report arrives. • When bird flu is confirmed and may spread, the Department may recommend that the Ministry declare the area within three kilometres of the sampling site an affected area, or a wider area if its risk analysis shows the need. The Government may then declare it for a set period. • While a declaration is in force, no one may keep poultry, run a hatchery or poultry feed industry, or produce, process, sell or move bird products and other things that can spread bird flu, in breach of Section 15 of the Animal Health and Livestock Services Act. The office head may ban movement, and may enter farms, hatcheries, cold stores and markets after prior notice to inspect, take samples and order steps to cut risk. • Domestic birds, bird products and other items that can carry the disease in the affected area, except those that can be reused after disinfection, must be destroyed humanely under Section 28 of the Act and the site disinfected. The owner must be given a certified record of the quantity destroyed and the date. Vehicles may pass through the area's boundary only after disinfection. • A national Bird Flu Control Coordination Committee, chaired by the Director General of the Department, prepares action plans and standards and coordinates with other bodies. In each district, a Bird Flu Control Committee chaired by the Chief District Officer carries out control and relief work. If bird flu appears near the border, the Director General must inform the neighbouring country's counterpart.
