What does it do?
- Public schools may not charge any of these up to secondary level: admission fees, monthly tuition fees, exam fees or money for textbooks. Each local level must count the students in its public schools and send the numbers to the education ministry. The ministry must then give the local level the actual price of a full set of textbooks for each class, and the local level passes this money to the schools. Nepal Law Commission Rule 5, PDF pp. 2-3; Rule 19(1)-(3), PDF pp. 10-11
- Local levels run literacy classes for people who cannot read or write, through community learning centres, adult education or other informal means. A class normally lasts three months, and a person may join once; someone who has not learned to read and write in that time may be enrolled once more. Those who learn get a literacy certificate from the local level. Nepal Law Commission Rule 3(1)-(4), PDF pp. 1-2
- School-age children who never enrolled or who dropped out can study in local-level alternative education at three levels: grades 1-3, grades 4-5 and grades 6-8. A child who completes a level must be admitted by the school to the next regular grade. People who missed secondary school can take one-year open or informal courses equal to grade 10 or grade 12, two years after finishing grade 8 or grade 10. Nepal Law Commission Rule 13(1)-(4), PDF pp. 7-8; Rule 14(1)-(2), PDF p. 8
- Local levels must give children with disabilities, free of charge and as resources allow, Braille textbooks, sign-language materials, resource classes, trained resource teachers, home-based or residential schooling for those with severe disabilities, and scholarships, midday meals and uniforms. They may also support poor and Dalit children. Each local level must keep a record of such children and of children out of school, and update it within one month after each school year ends. Nepal Law Commission Rule 6(1)-(2), PDF pp. 3-4; Rule 10(1)-(2), PDF pp. 4-5
- Each local level has a scholarship management committee, chaired by its chair or mayor, that picks the students who receive scholarships and special support and checks that they reach the children they are meant for; it meets at least twice a year. No one may receive the same benefit twice under the same heading. Private and trust-run schools must keep a first-aid room, arrange health check-ups and provide psychosocial counselling for students. Nepal Law Commission Rules 11(1), (4) and 12(1), PDF pp. 5-7; Rule 21, PDF p. 11; Rule 23, PDF p. 12
