What does it do?

• The Judicial Service Commission selects district judges from candidates under Article 149(2)(b) and (c) of the Constitution through a written exam and an interview, and recommends them in order of merit. Vacancies are advertised in a national daily and on the Commission's website. Applicants get at least 30 days to apply, and may still apply within seven days after the deadline by paying double the fee. • A candidate who wants a written-exam paper rechecked must apply within seven days of the written result, paying half the exam fee for each paper. If the recount puts the candidate on the pass list, the name is added. • Interviews are held by a committee of up to five members, chaired by the Commission chair or a member the chair names, including one expert. Interview marks are 20 for a 100-mark written exam plus 10 for each further 100 marks. Marks above 70% or below 40% need written reasons and count only if more than half the members give them; otherwise they are capped at 70% or raised to 40%. • A candidate who misses the interview may ask for a make-up interview: within 15 days for mourning rites or childbirth, and within seven days for illness or circumstances beyond control. Early and make-up interviews cost double the exam fee. With the final merit list the Commission also publishes a list of alternate candidates. • For gazetted first- and second-class posts in the federal judicial service, offices send their vacancy demand to the Commission, which fixes how many posts go to each route using the formula in Schedule 3 (changed by a gazette notice of 2081-05-13). The Commission must decide a promotion complaint within 60 days after the complaint deadline.
