What does it do?

• Police constables and office assistants are recruited entirely by open competition; inspectors 60% by open competition and 40% by promotion, and assistant sub-inspectors 40% and 60%. To make the service inclusive, 45% of openly competed posts are set aside: of these, 20% for women, 32% Adivasi/Janajati, 28% Madhesi, 15% Dalit and 5% for nine named remote districts. • A police constable candidate must be 18 to 23 years old and have passed at least grade 8 (SLC for special posts). An inspector candidate must be 20 to 25 with a bachelor's degree, and an assistant sub-inspector 18 to 24 with a certificate-level pass. Candidates must not be members of a political party or terrorist organisation or have a conviction for a crime of moral turpitude. • Police officers may not accept gifts or donations, or start or run a company or registered business, without the government's prior approval. They must file an asset statement within 60 days after each fiscal year ends. They may not join a political party, take part in politics or seek votes in an election, though they may vote. • Departmental penalties range from extra physical work or confinement, a reprimand, or holding back promotion or pay rises for up to five years, to demotion; the special penalties are removal or dismissal from service. Before any penalty, the officer must get written charges stating the grounds and a chance to defend. Suspension during an inquiry may not exceed six months, on half pay. • Officers retire automatically on reaching an age limit (58 for the Inspector General down to 48 for constables and havildars), after 30 years of service, or on completing a set term in senior posts (Inspector General 4 years, Superintendent 10). A pension is paid after 20 years of service.
