What does it do?
- The Trust's committee must use Trust property for broad public benefit in education, health, tourism and business, in the national interest. It may run or fund schools and colleges, give scholarships to students from poor, remote and backward areas and to Dalit students, build tourism facilities such as hotels and homestays, and set up hospitals, health posts, medicine banks and care homes. These programmes must be paid for from the Trust's income only; its immovable property may not be sold to fund them. Nepal Law Commission Rule 3(1)-(4), PDF pp. 1-4
- The committee may earn income from Trust property: renting out buildings it builds on Trust land, leasing land with the Government's decision, buying government or Nepal Rastra Bank bonds, buying up to five percent of the paid-up capital of a bank, financial institution or public company as a founding shareholder, and keeping idle money in class "A" commercial banks. Other investments need the Government's prior approval. Rent must be set after weighing economic, social, cultural and environmental factors. Nepal Law Commission Rules 6(1)-(2) and 6क, PDF pp. 5-6
- A leaseholder who wants a longer lease may apply to the Trust before the lease ends, giving reasons. If the extension clearly brings the Trust more money, the committee recommends it to the Government, which may extend it. When a lease ends, the leaseholder must hand over any structure or property built under the agreement; if it does not, the Trust office must treat it as handed over and record it as Trust income. Nepal Law Commission Rules 3क and 3ख, PDF p. 4
- The committee may spend up to fifty percent of each year's interest earned on the Trust's money to protect and develop Trust property; spending more needs the Government's prior approval. A person who gives information with evidence that helps trace Trust property may receive a reward of five percent of the property recovered or Rs 200,000, whichever is less. Nepal Law Commission Rules 2(ग), 5क and 7क, PDF pp. 1, 5, 7

While in office and for at least five years afterwards, they may not buy or acquire use rights over Trust immovable property in their own or their family's name. The Trust's accounts follow the government accounting system, with internal audit by a licensed auditor appointed by the committee. Nepal Law Commission Rules 10(2)(क)-(ज) and 12(1)-(2), PDF pp. 8-9
