What does it do?

• These rules cover conservation areas that the government manages itself. The Department of National Parks and Wildlife Conservation sets up a conservation area office and the government appoints a warden to head it. Each user committee, after discussion with its user groups, prepares a five-year management work plan, which the Conservation Area Management Council approves. • The warden forms up to two user committees in each village development committee, with five members chosen by user-group chairs, three chosen by women's user-group chairs and the VDC chair as an ex officio member. Members serve five years, meet at least once every three months and register with the warden. User groups include a representative of every household that benefits, and women's groups are formed to raise women's participation. Committees set forest-product and grazing fees for local people. • The conservation area's income goes into a deposit account. Each year the Ministry sets a percentage for conservation and community development under Section 25A of the Act; the Council shares that money among the committees, released every four months, and the rest goes to revenue. The Council has each committee chair, two women members, a district development committee representative, a social worker from a backward class or caste nominated by the warden, and the warden as member-secretary; it may spend up to 15 percent of the community development money on its own administration. • Without the warden's written permission no one may hunt, build, occupy or farm land, graze livestock, cut or burn vegetation, mine or quarry, carry weapons or poison, carry animals or hunting trophies (except officials on duty and travellers on established trails), or dam, divert or poison water. Taking soil, stone or sand needs written approval given on the committee's recommendation; commercial use of natural resources needs the warden's permission; industries need the Department's consent before registration; and any project needs the Ministry's prior approval. Residents may hunt Gazette-listed species within a yearly quota to keep their traditional customs. • Foreign visitors must buy a single-entry permit at the nearest entry gate, though the Department or warden may waive the fee. The Schedule 8 fees, as amended in 2075, are per person per entry Rs 100 for Nepali citizens, Rs 500 for SAARC citizens and Rs 2,000 for other foreigners, with children under ten and Nepali citizens aged 70 or over free. Landing a helicopter, including hovering, needs the Department's permit and costs Rs 3,000 a time; a hot-air balloon costs Rs 500.
