A licensee may complain about an inspector's order to the Authority within 30 days, and its decision is final. Disputes between licensees go first to discussion, then to a mediation panel of one representative of each licensee and one of the Authority, which must decide within 15 days; its decision binds them. In disputes with customers, the Authority may issue orders that both must follow. Nepal Law Commission Rules 18, 18क, 19, 20(1), 23 and 24, PDF pp. 11-14
