Government Hostel Regulation, 2029

What does it do?

• This regulation applies only to hostels run by the Government of Nepal for school and college students. Each hostel is managed by a hostel committee whose chair and members are nominated by the Government. The committee must make the arrangements needed to run the hostel.यो नियमावली नेपाल सरकारबाट सञ्चालित विद्यालय र महाविद्यालयका विद्यार्थीका छात्रावासमा मात्र लागू हुन्छ। छात्रावासको व्यवस्था र सञ्चालन नेपाल सरकारबाट मनोनीत अध्यक्ष र सदस्य रहेको छात्रावास समितिले गर्छ। छात्रावास चलाउन आवश्यक व्यवस्था मिलाउनु समितिको कर्तव्य हो। Nepal Law Commission Rule 1(3), Rule 2 and Rule 3(1)-(2), PDF p. 1
• Only students of schools approved by the Government and of colleges affiliated with Tribhuvan University may be admitted, and each must sign the undertaking in the Schedule promising to follow the hostel rules. Rent, food costs, admission and other fees are set by the committee, except in hostels where the Government provides free food or charges no fees. • The committee must arrange regular meals, exercise, sports and extra activities, first aid and hospital admission when needed, cleaning and a library, and must prepare the hostel budget and spend it under government spending rules. It may expel students who break hostel rules. • No student has a right to be admitted to, or to keep living in, a hostel. In particular, a person may not stay if they are not a student; from seven days after sitting a final degree, diploma or certificate exam; 24 hours after being expelled from their school, college or an exam; or while their school is closed for a long holiday, though the committee may let a student stay to prepare for an exam. The supervisor may let a student keep a guest for up to three days; the guest must follow the rules and leave when told.छात्रावासमा भर्ना हुन, बस्न वा बसिरहन कुनै विद्यार्थीको अधिकार हुँदैन। विशेषगरी विद्यार्थी नरहेमा, कुनै उपाधि, डिप्लोमा वा प्रमाणपत्रको परीक्षा दिएको सात दिनपछि, विद्यालय, महाविद्यालय वा परीक्षाबाट निष्कासित भएको चौबीस घण्टापछि र विद्यालय लामो बिदामा बन्द भएमा छात्रावासमा बस्न पाइँदैन; तर परीक्षाको तयारीका लागि समितिले बस्न दिन सक्छ। सुपरीवेक्षकले विद्यार्थीलाई बढीमा तीन दिनसम्म पाहुना राख्न दिन सक्छ र पाहुनाले छात्रावासको नियम पालना गरी भनेको बेला छाड्नुपर्छ। Nepal Law Commission Rule 8(1)-(2)(क)-(ङ), PDF pp. 3-4
