What does it do?

- Section 2(1) lets the Government of Nepal make rules to regulate the procedure for all its work, including finance, accounts and audit, and for all administrative matters followed by its offices. It applies across Nepal and names no separate enforcement body: the rules are made and applied by the government itself.दफा २(१) ले अर्थ, लेखा र लेखापरीक्षणसमेत नेपाल सरकारका सबै काम र सरकारी कार्यालयले अपनाउने सबै प्रशासकीय विषयको कार्यविधि नियमित गर्न सरकारलाई नियम बनाउने अधिकार दिन्छ। यो ऐन नेपालभर लागू हुन्छ र छुट्टै कार्यान्वयन निकाय तोकिएको छैन; नियम सरकार आफैँले बनाउँछ र लागू गर्छ। Nepal Law Commission (lawcommission.gov.np), consolidated official text Sections 1(2) and 2(1), p. 1

Gaps, loopholes and improvement ideas
