  • It replaces Schedule 1 (linked to sections 28(5) and 60(6)), which sets the inclusive basis for parties' closed lists of proportional-representation candidates. The new shares are: Dalit 13.44%, Adivasi Janajati 28.72%, Khas Arya 30.28%, Madhesi 16.15%, Tharu 6.52% and Muslim 4.89%. Ministry of Law, Justice and Parliamentary Affairs (moljpa.gov.np) — prevailing ordinances list Section 2 and Schedule 1, PDF pp. 1–2
  • Under Article 114 of the Constitution, an ordinance has the same force as an Act, but it must be tabled at the next session of both Houses; it ceases to have effect if both Houses do not adopt it, if the President repeals it, or sixty days after both Houses meet. The House of Representatives' ordinance-status list records it as approved at the House meeting of 2082-12-23, and the National Assembly's list records 'स्वीकार' (accepted). Nepal Law Commission · Federal Parliament of Nepal Article 114(1)–(2), PDF p. 62; HoR and NA ordinance-status entries
