What does it do?
- The Act sets out the work of the National Women Commission, a constitutional body under Articles 252–253, to protect and promote women's rights, empower women and ensure gender justice. Beyond its constitutional functions, it reviews and evaluates laws, policies and government programmes from a gender-justice perspective, researches the implementation of women's rights, recommends measures to increase women's access to capital and resources, runs awareness programmes against discrimination, harmful practices and superstition, and recommends sending women at risk to safe houses or rehabilitation centres.संविधानको धारा २५२–२५३ बमोजिमको संवैधानिक निकाय राष्ट्रिय महिला आयोगले महिलाको हकहित संरक्षण, सशक्तीकरण र लैङ्गिक न्याय सुनिश्चित गर्न गर्ने कामबारे यो ऐनले व्यवस्था गर्छ। संवैधानिक कामका अतिरिक्त आयोगले नीति, कानून र सरकारी कार्यक्रमको लैङ्गिक न्यायको दृष्टिले समीक्षा र मूल्याङ्कन गर्छ, महिलाअधिकार कार्यान्वयनबारे अनुसन्धान गर्छ, पुँजी र स्रोतमा महिलाको पहुँच बढाउन सिफारिस गर्छ, विभेद, कुरीति र अन्धविश्वासविरुद्ध चेतनामूलक कार्यक्रम चलाउँछ, र जोखिममा परेका महिलालाई सुरक्षा वा पुनर्स्थापना केन्द्रमा पठाउन सिफारिस गर्छ। Nepal Law Commission, Government of Nepal Preamble; Section 3, pp. 1–3
- Anyone may complain to the Commission, in writing or orally, about violence against women, harmful social practices or denial of women's rights. The Commission investigates, may dismiss or shelve complaints with reasons, may mediate where appropriate, and recommends prosecution to the relevant authority (to the Attorney General for state cases) within the limitation period, sharing its evidence.महिला हिंसा, सामाजिक कुरीति वा महिला अधिकारबाट वञ्चित गरिएको विषयमा जोकोहीले आयोगमा लिखित वा मौखिक उजुरी दिन सक्छ। आयोगले छानबिन गर्छ, कारण खुलाई उजुरी खारेज वा तामेलीमा राख्न सक्छ, उपयुक्त भए मेलमिलाप गराउँछ, र हदम्यादभित्र मुद्दा दायर गर्न सम्बन्धित निकायलाई (सरकार वादी हुने मुद्दामा महान्यायाधिवक्तालाई) प्रमाणसहित सिफारिस गर्छ। Nepal Law Commission, Government of Nepal Sections 8–14, pp. 4–7
- Bodies receiving the Commission's recommendations, decisions or orders must implement them, or explain within seven days why they cannot; the Commission may reconsider and write again. Gaps, loopholes and improvement ideas
- Capacity Complaints pile up unresolved. Of 8,481 complaints registered in the Commission's complaint system by FY 2080/81, only 2,508 (29.57%) had been settled; by FY 2081/82 the total had reached 9,683, with 6,810 (70.33%) still pending, and only 365 of the 1,202 complaints registered that year (30.37%) were settled.
