What does it do?
- The Act covers working journalists — anyone, other than those with managerial authority, whose main occupation is paid news work for a media house, full or part time, including editors, reporters, stringers, newsreaders, translators, web designers, columnists, photo and camera journalists, cartoonists and programme producers. A 'media house' is any registered public or private media outlet with three or more journalists, employees or workers. Its terms on appointment, conditions and benefits also apply to other employees and workers of media houses. Nepal Law Commission Section 2(b), (d)–(e1), pp. 2–3; Section 34, p. 16
- Managers must classify journalist posts, share the job descriptions with the Press Registrar, and fill posts through open competition with a written appointment letter; no one may be made to work as a journalist without an appointment. Contract hiring for specialist work needs the Registrar's approval, is capped at 15% of the journalists in the house, and may not pay less than staff in the same post. Appointments must be reported to the Press Registrar. Journalists serve a probation period, and the Act sets working hours, attendance and leave. Nepal Law Commission Sections 3–6, pp. 4–5; Sections 9–10, pp. 6–7
- A minimum remuneration committee, with Federation of Nepali Journalists nominees, managers, workers' and expert members and the Press Registrar as secretary, recommends journalists' minimum pay; if it fails to, the government may set it. Journalists are entitled to monthly pay and allowances, annual increments, a welfare fund, gratuity, provident fund and medical benefits, and protection of their terms when ownership changes. A media house that closes must give three months' notice, and retrenched journalists must receive the benefits set by law. Nepal Law Commission Sections 11–11A, pp. 7–8; Sections 12–19, pp. 8–10; Sections 22–23, pp. 11–12

A journalist who is not paid what is due, or is otherwise wronged, may complain to the Registrar within 35 days; the Registrar can order appointment or payment, fine managers who repeatedly break the Act (appeal to the High Court), and recommend that a media house be denied newspaper classification, government ads or subsidies, import facilities for media materials and places on official tours.
