What does it do?
- The Act deals with land in the Rapti Valley (Raptidun) development area, the area within the boundaries listed in its schedule. Where the Government considers it necessary to re-examine and redistribute land there, it may form a one- or three-member commission by notified order; the commission uses Special Court procedures, may examine how land was obtained, and may confiscate land obtained in breach of the rules under the Regional Development Plans (Implementation) Act, 2013 or held in breach of their conditions (though current occupiers may be allowed to keep using it under law). Commission members and staff and their families may not acquire land in the area during redistribution. Nepal Law Commission Sections 2–5, 10–11, pp. 2–5
- Confiscated land is resold or distributed by the commission, with priority to the household that has been clearing and farming it, under conditions: those who fail to prove their claim must leave without compensation, and land needed for forest boundaries or rhinoceros protection must be vacated within the period set by the Government, with compensation under law. Recipients may not sell or gift the land until they have paid its price and farmed it themselves for three years, failing which it reverts to the Government. Nepal Law Commission Sections 12–14, pp. 5–7
- The commission's decisions can be appealed, the Government may change members or dissolve the commission, and the Act provides for registration of distributed land and assessment and collection of land tax. Nepal Law Commission Sections 7, 9, 15–16, pp. 4, 7–8
