What does it do?
- The Act sets up the Rastriya Samachar Samiti (National News Agency), an autonomous corporate body headquartered in Kathmandu, to collect and distribute impartial, authoritative, accurate and reliable news at home and abroad. It may appoint correspondents and editors inside Nepal and abroad, open branch offices, set and collect subscription fees, and train staff. It must not distribute news that could disturb Nepal's friendship with other countries or world peace, or that makes unproven accusations against anyone. Nepal Law Commission (lawcommission.gov.np), consolidated text Sections 3, 17, PDF pp. 3–4, 9–11
- The government must hold at least 51% of the shares and up to 25% may go to staff, with the rest sold to the public; only Nepali citizens and Nepal-registered companies can hold shares. A five-member board — the general manager, a director elected by private shareholders, a government nominee for the government's shares, a government-nominated figure from journalism, publishing or literature, and a staff-shareholder representative — runs the agency for four-year terms. The government appoints the general manager and the board chair, and nominates the elected seats until a general assembly and staff election are in place. Nepal Law Commission (lawcommission.gov.np), consolidated text Sections 4–5, 8, 14, PDF pp. 4–6, 8
- The government keeps wide control: the agency needs its prior approval to spend over Rs 10 million on capital purchases, mortgage property for more than ten years, or sell property worth over Rs 500,000, and needs approval for foreign grants. The government may direct the agency to start, stop or change any service in the national interest, order inquiries into its work and accounts, and dissolve the board — by a final order — if it finds the board is not working properly or keeps breaching its directions. Nepal Law Commission (lawcommission.gov.np), consolidated text Section 6, PDF p. 5; Sections 18, 21–23, PDF pp. 11–14
