How the chair and members are appointed: Appointed by the President on the recommendation of the Constitutional Council (Art. 263(2)); a parliamentary hearing is held before appointment (Art. 292).संवैधानिक परिषद्को सिफारिसमा राष्ट्रपतिबाट नियुक्ति (धारा २६३(२)); नियुक्तिअघि संसदीय सुनुवाइ हुन्छ (धारा २९२)।

What it must do

The Constitution creates the Tharu Commission (a chairperson and up to four members, six-year term) but leaves its functions, duties and powers to federal law.संविधानले थारू आयोग (अध्यक्ष र बढीमा चार सदस्य, छ वर्षको पदावधि) को व्यवस्था गरेको छ, तर यसको काम, कर्तव्य र अधिकार सङ्घीय कानूनबमोजिम हुने भनेको छ। Government of Nepal Art. 263(1), 263(3), 263(4), PDF p.154

Its stated goals

What it has delivered

Surname listing: the Commission recommended to the Government of Nepal, through the responsible ministry, that 523 surnames and 531 sub-surnames within the Tharu community be listed.थर सूचीकरण: थारू समुदायभित्रका ५२३ थर र ५३१ उपथर सूचीकरणका लागि आयोगले सम्बन्धित मन्त्रालयमार्फत नेपाल सरकारलाई सिफारिस गरेको छ। (Stated in the FY 2082/83 report) Tharu Commission AR8 summary, para 5, p.15

Where it falls short

Vacancies: the report says 3 of the Commission's 5 office-holder posts are filled. How to make it stronger

Amend the Tharu Commission Act, 2074 so that the Commission's contact ministry is the Office of the Prime Minister and Council of Ministers.थारू आयोग ऐन, २०७४ संशोधन गरी आयोगको सम्पर्क मन्त्रालय प्रधानमन्त्री तथा मन्त्रिपरिषद्को कार्यालय तोक्ने।

Who holds it to account

Annual report: the Commission must submit an annual report to the President, who has it laid before the Federal Parliament through the Prime Minister.
