How the chair and members are appointed
Appointed by the President on the recommendation of the Constitutional Council (Art. 258(2)); a parliamentary hearing is held before appointment (Art. 292).संवैधानिक परिषद्को सिफारिसमा राष्ट्रपतिबाट नियुक्ति (धारा २५८(२)); नियुक्तिअघि संसदीय सुनुवाइ हुन्छ (धारा २९२)।

What it must do

  • Study and research how to protect the rights and interests of the groups in its remit: Khas Arya, Pichhada (backward) class, persons with disabilities, senior citizens, labourers, farmers, minorities and marginalised communities, backward classes, people of Karnali, and the poor.खस आर्य, पिछडा वर्ग, अपाङ्गता भएका व्यक्ति, ज्येष्ठ नागरिक, श्रमिक, किसान, अल्पसङ्ख्यक तथा सीमान्तकृत समुदाय, पिछडिएको वर्ग, कर्णालीका जनता र आर्थिक रूपले विपन्न वर्गको हकहित संरक्षणका लागि अध्ययन अनुसन्धान गर्ने। Government of Nepal Art. 259(1)(a), PDF p.152

What it has delivered

Where it falls short

  • Of five office-holder posts (Chairperson and four members), only three members are serving; the Chairperson and one member post are vacant.   • The Commission states that its recommendations have been included in some annual policies and periodic plans but have not been implemented effectively, and that the situation is not satisfactory. How to make it stronger

  • Parliament's Women and Social Affairs Committee should monitor whether the Commission's recommendations are implemented.आयोगका सिफारिसको प्रभावकारी कार्यान्वयनका लागि महिला तथा सामाजिक मामिला समितिले अनुगमन गर्ने।

  • Annual report: the Commission reports each year to the President, who has the report laid before the Federal Parliament through the Prime Minister.
