Set spending ceilings for parties and candidates and require expense returns within 30 days of final results. The Commission may fine anyone who overspends or does not file. What it has delivered

Held the House of Representatives election on 2082 Falgun 21. First-past-the-post: 11,168,032 votes cast, of which 94.55% were valid. Proportional: 11,280,817 votes cast, of which 96.05% were valid. Invalid votes averaged 4.7% across the two systems, which the Commission says is lower than in previous elections. Historical turnout reported by the Commission: 61.41% (first-past-the-post) in the 2079 House of Representatives election, 68.67% in 2074 and 78.34% in the 2070 Constituent Assembly election. Where it falls short

The Commission reports that the election management bill and the Political Parties Act amendment it proposed have not moved forward. No mechanism yet exists for Nepali citizens abroad to vote. The Commission lists it as a reform still to be made. Parties have not fully complied with the legal duty to have their accounts audited within six months of the fiscal year, submit them to the Commission and publish them. Campaign spending through channels other than the mandatory bank account has not been fully stopped. Independent observers of the 2017 elections found that little public information and weak enforcement of disclosure rules undermined campaign-finance transparency. The voter roll's quality is limited. Low-quality photos and fingerprints prevent full automated (AFIS) de-duplication, so duplicates are removed by hand. The integrated election management system (IEIMS) cannot be maintained: it is not service-oriented or GEA-compliant, and it has no proportional-election module. None of the Commission's central capital budget was spent: Rs 89,500 thousand was allocated and nothing was spent. Audit irregularities (beruju) in the Commission's name totalled Rs 222.238 million (22 crore 22 lakh 38 thousand) up to FY 2080/81, citing the Auditor General's latest report. Advances outstanding were Rs 3.575 million. Many registered parties do not contest elections. In 2079, about 70% of parties registered for the first-past-the-post contest stood candidates, and about 21% of those won at least one seat.
