Nepal Audit Service (Formation, Classification and Appointment) Rules, 2077

What does it do?

• Made under Section 75 of the Civil Service Act, 2049, these rules form the Nepal Audit Service under Section 3(e1) of the Act, for staff of the Office of the Auditor General. Posts run from Deputy Auditor General (special class) and Assistant Auditor General (first class) through Director, Audit Officer, Audit Superintendent and Audit Inspector, down to drivers and office assistants. • The Office of the Auditor General must prepare a job description for each post, stating its duties, powers and responsibilities. • Vacancies are filled under Section 7(1) of the Act; open-competition candidates must not be disqualified under Section 10 and must meet Schedule 2. Gazetted third-class posts need a bachelor's in management, commerce or business administration with accounts or finance, or any bachelor's plus the chartered accountancy exam. Higher posts need a master's or chartered accountancy plus experience; the Director (specialist) post needs chartered accountancy and five years' officer-level experience. • Staff who joined before 23 Saun 2064 may be candidates for promotion with the minimum and additional qualifications in any subject that applied when they joined. The Government may change the schedules by notice in the Nepal Gazette after consulting the Public Service Commission; Schedule 2 was changed by a gazette notice in 2083 (२०८३।०५।०४).
