Nepal Forest Service (Constitution, Group and Category Division and Appointment) Rules, 2051

What does it do?

• These rules organise the Nepal Forest Service, set up under the Civil Service Act, 2049, into seven groups: General Forestry, Soil and Water Conservation, Botany, National Parks and Wildlife, Forest Research, Hattisar (elephant stables) and Environment. The Environment group was added by the Second Amendment. • The Director General post (gazetted first class) belongs to no group, so an employee from any group may be transferred or posted to it. That employee may later be transferred back to a post in their own group, and their group post counts as vacant once they are promoted or retire. • Vacant posts are filled under Section 7(1) of the Civil Service Act, and posts without a class are filled by open competition. Only people not disqualified under Section 10 of that Act who meet the Schedule 3 minimum qualifications may apply. For example, an unclassed General Forestry post needs Grade 8 and physical fitness, and a gazetted third-class General Forestry post needs a bachelor's degree in forestry covering at least three listed subjects.सेवा र समूहका रिक्त पद निजामती सेवा ऐनको दफा ७(१) बमोजिम पूर्ति हुन्छन् र श्रेणीविहीन पद खुला प्रतियोगिताबाट पूर्ति गरिन्छ। ऐनको दफा १० बमोजिम अयोग्य नभएका र अनुसूची-३ को न्यूनतम योग्यता पुगेका व्यक्ति मात्र उम्मेदवार हुन सक्छन्। उदाहरणका लागि, जनरल फरेस्ट्री समूहको श्रेणीविहीन पदका लागि आठ कक्षा उत्तीर्ण र शारीरिक तन्दुरुस्ती तथा राजपत्राङ्कित तृतीय श्रेणीका लागि तोकिएका विषयमध्ये कम्तीमा तीन विषय लिई वन विज्ञानमा स्नातक चाहिन्छ। Nepal Law Commission Rules 6-7, PDF p. 3; Schedule 3(क), items 1 and 5, PDF p. 12
• The Hattisar group asks for practical skill rather than degrees. An unclassed post needs basic literacy, good health, the ability to climb trees and to drive an elephant, and higher posts need years of experience with elephants, from one year upward. • The Ministry of Forests and Environment runs and administers the service and its groups, coordinating with the Ministry of Federal Affairs and General Administration on policy.
