Nepal Engineering Service (Constitution, Group and Classification and Appointment) Rules, 2051

What does it do?

• These Rules set up the Nepal Engineering Service within the civil service under Section 3 of the Civil Service Act, 2049. The service has 15 groups listed in Schedule 1, from civil, electrical, mechanical and electronics and telecommunication engineering to survey, geology, meteorology and agricultural irrigation engineering; the civil engineering group alone has eight subgroups such as highway, irrigation, hydropower and airport. • Vacant posts filled by open competition are open to people who are not disqualified under Section 10 of the Act and who meet the minimum qualifications in Schedule 3. For example, in the general civil subgroup a non-gazetted first-class post needs a certificate-level qualification in civil engineering, a gazetted third-class post needs a B.E., and gazetted second- and first-class posts need at least a master's degree plus the experience required by Rule 15(2) of the Civil Service Regulation. • From 1 Shrawan 2083, a candidate for a gazetted post filled by open competition must also be registered with the Nepal Engineering Council under the law in force. • Staff may be transferred only to posts within their own group or subgroup, under Chapter 6 of the Civil Service Regulation, and posts without a class are filled by open competition. Each group and subgroup is run by the ministry named in Schedule 4.
