Nepal Economic Planning and Statistical Service (Constitution, Group and Classification and Appointment) Rules, 2051

What does it do?

• Made under Section 75 of the Civil Service Act, 2049, these rules form the Nepal Economic Planning and Statistical Service within the civil service. The service has two groups: Economic Planning and Statistics. Posts are graded as special, first, second and third class gazetted, and first to fourth class non-gazetted. The rules repealed the earlier Nepal Statistical Service rules of 2046.निजामती सेवा ऐन, २०४९ को दफा ७५ बमोजिम बनेका यी नियमहरूले निजामती सेवाभित्र नेपाल आर्थिक योजना तथा तथ्याङ्क सेवा गठन गरेका छन्। सेवामा आर्थिक योजना समूह र तथ्याङ्क समूह गरी दुई समूह छन्। पदहरू राजपत्राङ्कित विशिष्ट, प्रथम, द्वितीय र तृतीय श्रेणी तथा राजपत्र अनङ्कित प्रथमदेखि चतुर्थ श्रेणीमा विभाजित छन्। यसले नेपाल तथ्याङ्क सेवासम्बन्धी २०४६ सालका नियमहरू खारेज गरेको छ। Nepal Law Commission Preamble and Rules 3, 4(1)-(2) and 12; Schedule 1, PDF pp. 1-4
• Staff already in the various groups of the Nepal Statistical Service were automatically placed in the Statistics group. Other civil servants who meet the minimum qualifications for the Economic Planning group and wish to join it may be moved into it by the Government, taking their specialised work into account. • Vacant posts are filled as set out in Section 7(1) of the Civil Service Act, and posts without a class are filled by open competition. Candidates must not be disqualified under Section 10 of the Act and must hold the minimum qualifications in Schedule 3. For example, gazetted third-class Statistics posts need a master's degree in statistics, mathematics, population studies or applied statistics, or a master's in any subject with statistics; a "recognised institution" means one recognised by the Public Service Commission.सेवाका रिक्त पद ऐनको दफा ७(१) बमोजिम पूर्ति हुन्छन् र श्रेणीविहीन पद खुला प्रतियोगिताद्वारा पूर्ति गरिन्छ। उम्मेदवार ऐनको दफा १० बमोजिम अयोग्य नभएको र अनुसूची-३ बमोजिमको न्यूनतम योग्यता पुगेको हुनुपर्छ। उदाहरणका लागि, तथ्याङ्क समूहको राजपत्राङ्कित तृतीय श्रेणीका लागि तथ्याङ्कशास्त्र, गणित, जनसङ्ख्याशास्त्र वा एप्लाइड स्टाटिस्टिक्समा वा तथ्याङ्क विषयसहित कुनै विषयमा स्नातकोत्तर चाहिन्छ; "मान्यता प्राप्त शिक्षण संस्था" भन्नाले लोक सेवा आयोगबाट मान्यता पाएको संस्था बुझिन्छ। Nepal Law Commission Rules 6(1)-(2) and 7; Schedule 3 (Statistics group, item 2, and explanation), PDF pp. 2, 7
• Statistics group posts named in Schedule 2 include Director General, Deputy Director General, Deputy Director, Senior Demographer, Statistics Officer, Statistics Assistant, Enumerator and Coder; Economic Planning group posts are as the Government sets.
