What does it do?
- These Rules set up the Nepal Agriculture Service under Section 3 of the Civil Service Act, 2049. The service has eleven groups: Agri Extension, Horticulture, Fisheries, Livestock Poultry and Dairy Development, Agronomy, Plant Protection, Agri Economics and Marketing, Soil Science, Veterinary, Agri Engineering, and Food Nutrition and Quality Control. It has gazetted special, first, second and third classes and non-gazetted first to fourth classes. Schedule 2 lists the posts in each group and Schedule 2A the posts outside any group.निजामती सेवा ऐन, २०४९ को दफा ३ बमोजिम नेपाल कृषि सेवा गठन गरिएको छ। सेवामा एग्री एक्सटेन्सन, हर्टिकल्चर, फिसरिज, लाइभस्टक पोल्ट्री एण्ड डेरी डेभलपमेन्ट, एग्रोनोमी, प्लान्ट प्रोटेक्सन, एग्री इकोनोमिक्स एण्ड मार्केटिङ, स्वायल साइन्स, भेटेरिनरी, एग्री इन्जिनियरिङ र फूड न्यूट्रिसन एण्ड क्वालिटी कन्ट्रोल गरी एघार समूह छन्। सेवामा राजपत्राङ्कित विशिष्ट, प्रथम, द्वितीय र तृतीय तथा राजपत्र अनङ्कित प्रथमदेखि चतुर्थ श्रेणी रहन्छन्। समूहगत पद अनुसूची-२ मा र कुनै समूहमा नपर्ने पद अनुसूची-२क मा छन्। Nepal Law Commission Rules 3-4, PDF p. 2; Schedules 1, 2 and 2A, PDF pp. 5-12
- Vacancies are filled under Section 7(1) of the Civil Service Act, and posts without a class are filled by open competition when filled by new appointment. To compete, a person must not be disqualified under Section 10 of the Act and must hold the minimum qualification in Schedule 3. Gazetted third class in most groups needs a B.Sc. - Staff already in a group when the Rules began stay in that group, and some old groups were merged (for example, Plant Pathology and Entomology into Plant Protection). Group staff may be transferred only within their group (or to posts outside any group), under Chapter 6 of the Civil Service Regulation. The Ministry of Agriculture and Cooperatives runs the service, coordinating with the Ministry of General Administration on policy. Schedule 3 qualifications do not apply to staff who joined before the notice that set them.नियम प्रारम्भ हुँदा कुनै समूहमा कार्यरत कर्मचारी सोही समूहमा समूहीकृत भएको मानिन्छ र केही पुराना समूह गाभिएका छन् (जस्तै प्लान्ट प्याथोलोजी र एन्टोमोलोजी समूहलाई प्लान्ट प्रोटेक्सन समूहमा)। समूहका कर्मचारीलाई निजामती सेवा नियमावलीको परिच्छेद-६ को अधीनमा रही समूहभित्रको पदमा मात्र सरुवा गरिन्छ, तर कुनै समूहमा नपर्ने पदमा सरुवा गर्न बाधा छैन। नीतिगत विषयमा सामान्य प्रशासन मन्त्रालयसँग समन्वय राखी कृषि तथा सहकारी मन्त्रालयले सेवा सञ्चालन गर्छ। अनुसूची-३ को योग्यता सो सूचना प्रकाशन हुनुअघि सेवा प्रवेश गरेका कर्मचारीलाई लागू हुँदैन। Nepal Law Commission Rules 6, 8 and 10, PDF pp. 3-4; Schedule 3 explanatory note, PDF p. 26
