Nepal Administrative Service (Constitution, Group and Classification and Appointment) Rules, 2050

What does it do?

• These Rules organise the Nepal Administrative Service, formed under Section 3 of the Civil Service Act, into three groups: General Administration, Accounts and Revenue. The service has gazetted special, first, second and third classes and non-gazetted first to fifth classes. Special-class posts include Chief Secretary, Secretary and Financial Comptroller General; Schedules 2, 2A and 3 list the posts in each class and group.निजामती सेवा ऐनको दफा ३ बमोजिम गठित नेपाल प्रशासन सेवामा सामान्य प्रशासन, लेखा र राजस्व गरी तीन समूह रहन्छन्। सेवामा राजपत्राङ्कित विशिष्ट, प्रथम, द्वितीय र तृतीय श्रेणी तथा राजपत्र अनङ्कित प्रथमदेखि पाँचौँ श्रेणी रहन्छन्। विशिष्ट श्रेणीमा मुख्य सचिव, सचिव, महालेखा नियन्त्रक लगायतका पद रहन्छन्; प्रत्येक श्रेणी र समूहका पद अनुसूची २, २क र ३ मा छन्। Nepal Law Commission Rules 3-4, PDF pp. 2-3; Schedules 1-3, PDF pp. 6-12
• Staff of the former Postal group are moved into the General Administration group. • Vacancies are filled under Section 7(1) of the Act. Vacant posts without a class are filled by open competition only where the post has been designated as doing core work under Section 7(4). To apply through open competition, a person must not be disqualified under Section 10 of the Act and must meet the minimum qualifications in Schedule 4. Staff may be transferred only to posts within their own group, following Chapter 6 of the Civil Service Regulation.रिक्त पदको पूर्ति ऐनको दफा ७(१) बमोजिम हुन्छ। श्रेणीविहीन रिक्त पदमा दफा ७(४) बमोजिम मुख्य कार्य गर्ने भनी तोकिएको पदमा मात्र खुला प्रतियोगिताबाट पूर्ति गरिन्छ। खुला प्रतियोगितामा उम्मेदवार हुन ऐनको दफा १० बमोजिम अयोग्य नभएको र अनुसूची ४ बमोजिमको न्यूनतम योग्यता पुगेको हुनुपर्छ। समूहका कर्मचारीलाई निजामती सेवा नियमावलीको परिच्छेद ६ को अधीनमा रही समूहभित्रकै पदमा मात्र सरुवा गरिन्छ। Nepal Law Commission Rules 6-8, PDF p. 4
• Schedule 4 sets minimum entry qualifications. In the General Administration group, a gazetted second-class post needs a master's degree in arts, Sanskrit, management, commerce, business or public administration, education, law or science plus experience under Section 7(16) of the Act; third class needs a bachelor's degree; non-gazetted first class a proficiency certificate; second class SLC; third class class 10; and fourth class class 8. • The Ministry of General Administration runs the service and the General Administration group. Under its policy direction, the Office of the Financial Comptroller General administers the Accounts group and the Ministry of Finance the Revenue group.
