What does it do?
- These Rules apply only to mineral survey work done for the Government of Nepal: geological, geophysical, geochemical and seismic surveys, mineral exploration, and mine inspection. Before starting, the head of a survey team must prepare an estimate of workers, materials, machines and costs, within the annual programme of the Department of Mines and Geology, and get it approved by the Director General.यी नियम नेपाल सरकारका तर्फबाट गरिने खनिज सर्भेक्षणका काममा मात्र लागू हुन्छन्, जसमा भौगर्भिक, भू-भौतिक, भू-रासायनिक र साइस्मिक सर्भेक्षण, खनिज खोज तथा अन्वेषण र खानी निरीक्षण पर्छन्। काम सुरु गर्नुअघि सर्भेक्षण दलका प्रमुखले खानी तथा भूगर्भ विभागको वार्षिक कार्यक्रमभित्र रही कामदार, मालसामान, मेसिन र खर्चको लगत इस्टिमेट बनाई महानिर्देशकबाट स्वीकृत गराउनुपर्छ। Nepal Law Commission Rules 1(2), 2(क) and 2क, PDF pp. 1-2
- With the Director General's approval, the team head may hire daily-wage workers of the kinds listed in Schedule 1, up to the numbers in Schedule 2; above 3,000 metres or in remote hills the Director General sets the number. Workers are paid at the rate fixed by the local body. A porter normally carries a load of not less than 30 kilograms; a digger must dig at least 0.5 cubic metres a day.महानिर्देशकको स्वीकृतिमा दल प्रमुखले अनुसूची-१ का किसिमका कामदार अनुसूची-२ को सङ्ख्यामा नबढ्ने गरी ज्यालादारीमा राख्न सक्छ; तीन हजार मिटरभन्दा माथि वा दुर्गम पहाडमा सङ्ख्या महानिर्देशकले तोक्छ। कामदारलाई स्थानीय निकायले तोकेको दरमा ज्याला दिनुपर्छ। भरियालाई सामान्यतया तीस किलोग्राममा नघट्ने भारी बोकाइन्छ र खनेलले दिनमा कम्तीमा ०.५ घनमिटर खन्नुपर्छ। Nepal Law Commission Rules 3(1)-(3) and 4, PDF pp. 2-3
- Survey staff get the full daily allowance for nights spent away on survey work or travel outside their own area. Travel allowance is based on the distance shown on a topographical map; outside the Terai that distance is increased by half. The Department sets the minimum distance staff must walk each day, despite the Travel Expenses Rules, 2064. The Department must also provide transport, scientific equipment, medicines and the camping gear listed in Schedule 3.सर्भेक्षणको काममा राति बाहिर बस्नुपरेमा वा आफ्नो इलाकाबाहिर भ्रमण गर्नुपरेमा कर्मचारीले पूरा दैनिक भत्ता पाउँछन्। भ्रमण भत्ता टोपोग्राफिकल नक्सामा देखिएको दूरीका आधारमा दिइन्छ; तराईबाहेक अन्य क्षेत्रमा उक्त दूरीमा आधा थपिन्छ। भ्रमण खर्च नियमावली, २०६४ मा जे लेखिए पनि दैनिक पैदल हिँड्नुपर्ने न्यूनतम दूरी विभागले तोक्छ। विभागले यातायात, वैज्ञानिक उपकरण, औषधि र अनुसूची-३ का क्याम्पिङ सामग्री पनि उपलब्ध गराउनुपर्छ। Nepal Law Commission Rules 5 and 5क, PDF pp. 3-4
- On top of pay and allowances, survey staff get a hardship allowance under Schedule 4: 50 percent extra for work such as above 10,000 feet or underground, and 30 percent extra for work such as between 4,000 and 10,000 feet or with explosives. Once a year they get cloth for field dress (10 metres for two sets), its stitching cost, and one pair of field boots.तलब र भत्ताका अतिरिक्त सर्भेक्षण कर्मचारीले अनुसूची-४ बमोजिम कठिन काम भत्ता पाउँछन्: दश हजार फिटभन्दा अग्लो ठाउँ वा जमिनमुनिको कामजस्ता काममा पचास प्रतिशत र चार हजारदेखि दश हजार फिटसम्मको उचाइ वा विस्फोटक पदार्थ प्रयोग गर्नुपर्ने कामजस्ता काममा तीस प्रतिशत थप। वर्षमा एक पटक दुई जोर फिल्ड ड्रेसका लागि दश मिटर कपडा, सिलाइ ज्याला र एक जोर फिल्ड बुट पनि पाउँछन्। Nepal Law Commission Rule 6(1)(क), (ग); Schedules 4-5, PDF pp. 4, 11-12
- The Director General may give the team head an advance for survey costs, in one or several instalments, and the team head may take an advance for daily and travel allowances. An administrative officer or staff member assigned to the team prepares the survey accounts under the team head, and the two are jointly responsible for the accounts and spending.महानिर्देशकले सर्भेक्षण खर्चका लागि दल प्रमुखलाई एकै पटक वा पटक पटक पेस्की दिन सक्छ र दल प्रमुखले दैनिक तथा भ्रमण भत्ताका लागि पेस्की लिन सक्छ। दलसँग खटाइएका प्रशासकीय अधिकृत वा कर्मचारीले दल प्रमुखको नियन्त्रणमा हिसाब तयार गर्छन् र हिसाब तथा खर्चको जिम्मेवारी दुवैको संयुक्त हुन्छ। Nepal Law Commission Rules 6(2), 7 and 8, PDF pp. 4-5
