Military Hospital (Arrangement) Rules, 2023

What does it do?

• A Military Hospital Management Committee of nine members runs the military hospital, meaning Tri-Chandra Military Hospital and other Nepali Army hospitals, dispensaries and treatment arrangements. Its members include Army officers, a representative of the Financial Comptroller General Office and a representative of the Ministry of Defence, with the hospital's registrar as member-secretary. Five members make a quorum and decisions are by simple majority.नौ सदस्यीय सैनिक अस्पताल सञ्चालक समितिले सैनिक अस्पताल सञ्चालन गर्छ। सैनिक अस्पताल भन्नाले त्रिचन्द्र मिलिटरी अस्पताल र नेपाली सेनामातहतका अरू अस्पताल, डिस्पेन्सरी र उपचार प्रबन्ध बुझिन्छ। समितिमा सेनाका अधिकृत, महालेखा नियन्त्रक कार्यालय र रक्षा मन्त्रालयका प्रतिनिधि रहन्छन् र अस्पतालका रजिस्ट्रार सदस्य-सचिव हुन्छन्। पाँच जना सदस्य उपस्थित भए गणपूरक सङ्ख्या पुग्छ र निर्णय साधारण बहुमतबाट हुन्छ। Nepal Law Commission Rules 2(घ), 3(1) and 4(5), PDF pp. 1-3
• The committee must prepare the hospital's annual budget before the end of Asar each year and send it to the government for funds, plan to turn the hospital into a modern, well-equipped hospital, and send a monthly report of its main work to the government through the Chief of the Army Staff. • The hospital's commanding officer prepares a yearly estimate of medicines and supplies, which the committee approves. In an emergency the committee may let the Director of Military Health Services and the registrar buy medicines without tenders or advertising. • Hospital accounts must be closed monthly, and the year's accounts given to the committee within one month after the year ends. The committee chair appoints a representative of the Financial Comptroller General or another person to check them, which does not limit the Auditor General's powers.
