Nepalese Army Removal of Worn-out or Unusable Goods (Arrangement) Rules, 2022

What does it do?

• These Rules cover Nepali Army goods that have become worn out or no longer usable, other than weapons, ammunition and controlled stores. Boards are set up at depot, formation, battalion and company level to examine such goods. • The unit or depot must list each item on the prescribed form: how it was issued, who used it, name, size and weight, when and where it came from, its recorded value (or an estimate and the reason), and its expected life and period of use. • The board must count and inspect every item and say whether it wore out for a fair reason or through negligence. Damage before the end of an item's life is normally treated as negligence. • The board decides whether each item should be repaired, given to another unit or government office (with or without charge), auctioned, or, if it is unsafe or unfit for auction on military grounds, destroyed or burned. If repair outside the unit would not be economical once repair and transport costs are counted, the item must be scrapped. • Goods approved for auction must be advertised and auctioned in the presence of a witness from the Chief District Officer's office or another nearby office. If no buyer comes after two proper calls, the goods are destroyed instead.
