What does it do?
- These rules govern the government's elephant stables (hattisar). The Hakim, the chief officer of a stable, must recommend a site suited to the elephants' health, arrange their bathing, sleep, fodder and grain, make sure they are not used in ways that harm their health, and arrange disposal of fodder waste and dung. Nepal Law Commission Rules 2 and 3, PDF p. 1
- Apart from forest service staff on duty, government or private users may use an elephant only after paying rent at the rate the government sets, counted from the day it leaves the stable to the day it returns. Applications go to the Conservator's office or the stable with a Rs 1 ticket stamp, and the Conservator or Hakim may allow use if an elephant is free. The government may lend elephants free, but never for political work or carrying loads. Nepal Law Commission Rule 4(1)-(4), PDF p. 2; footnote on the rent rates published in the Nepal Gazette of 2075-06-29, PDF p. 2
- When an elephant dies, the area Conservator must investigate and order its last rites, then quickly send the Chief Conservator's office a report giving every cause of death, together with the elephant's bones, tusks and any elephant pearls, sealed. The Chief Conservator may give the Conservators and Hakims any order needed for the elephants' good care. Nepal Law Commission Rules 5(1)-(2) and 6, PDF p. 2
