What does it do?
- A person who wants to correct the age, name or caste shown on their educational certificate must apply to the Chief District Officer. The application must state the facts and carry a Rs 10 fee or a ticket of the same value. The Chief District Officer examines the person's evidence and, where needed, witnesses and a local inquiry, then decides. That decision is final. Nepal Law Commission Rule 2(ख), Rule 3(1)-(2), PDF pp. 1-2
- The application must normally be made within five years of receiving the certificate. A student who obtains a citizenship certificate after getting their educational certificate, or corrects their own or a parent's name or surname in the citizenship certificate, may apply once, within one year, to correct the same details in their SLC, SEE or Class 12 certificate. Nepal Law Commission Rule 6(1) and 6(3), PDF pp. 2-3
- Once a correction is decided, the National Examination Board's examination controller is sent the notice and a copy of the decision. The controller must have the certificate and the school's records corrected, issue a new certificate on payment of the Board's prescribed fee, and take back the old one. For this work the Chief District Officer has the same powers as a district court to summon people, call witnesses and require documents. Nepal Law Commission Rules 4(1)-(2) and 5, PDF p. 2
- Government employees may also use these rules to correct the age, name or caste on their certificates. However, they may not use a certificate corrected under these rules to change the age in a personal record sheet (sheet roll) that was filled in before the main rules took effect. Nepal Law Commission Rule 7, PDF p. 3
