What does it do?
- A company that wants to run higher education programmes in Nepal affiliated with a foreign university must first get the Ministry of Education and Sports' prior consent, paying Rs 50,000 per programme and showing, among other things, that the university is legally established, quality-assured and accredited, and ranked within the top 1,000 in a world ranking such as Times Higher Education or QS. Prior consent lasts three years. It then applies for an operating licence (Rs 50,000 per programme, plus Rs 500,000 per programme once approved); the Ministry may refer the application to a monitoring committee chaired by its secretary for closer study. A licence lasts five years and covers at most two programmes per university at a time. Nepal Law Commission Rules 3(1)-(2), 4(1)-(4), 7(1)-(3), 8(1)-(8) and 9(1), PDF pp. 2-8; Rule 13(1), PDF p. 9; Schedule 9, PDF p. 49
