A province or local level wanting a foreign loan must send a proposal with its executive's decision, and must send repayment money to the Office at least seven days before each due date. Nepal Law Commission Rules 4(2)-(6), 5(1)-(3) and 7(1), PDF pp. 4-5

- A public body seeking a government guarantee must propose the project through its line ministry. The Guarantee Recommendation Committee then recommends the amount, method, term and maximum liability, judged on the body's borrowing policy, business plan, ability to repay and risk arrangements. Guarantees the government gives may not exceed 1% of the previous year's GDP. A body that borrows from the government must report progress and repay on schedule; until overdue principal, interest and penalty are paid, it may not pay dividends or bonuses. Nepal Law Commission Rules 36(1)-(5), 37 and 40(4)-(6), PDF pp. 19-22
- A province or local level wanting to borrow domestically must seek the Ministry of Finance's consent, within the limit set by the National Natural Resources and Fiscal Commission and with its executive's decision; consent considers, among other things, whether it has agreed to recovery from its revenue share. If it does not repay, the overdue amount is deducted from its revenue-sharing transfers until paid. The Office must give its annual public debt report to the Ministry and the Financial Comptroller General Office within 60 days of the fiscal year's end, and publish monthly, quarterly, half-yearly and annual reports online. Nepal Law Commission Rules 41(1)-(3), 42(1)-(7) and 47(1)-(2), PDF pp. 22-23, 26
