Military Technical Service Regulation, 2076

What does it do?

• The Regulation organises the Nepali Army's technical service into four groups: military health (medical, dental, nursing and other medical trades), military engineering (production, repair and communication, civil and architecture, information technology, survey), animal development and health, and other technical work such as public relations and psychology, the military band, parachute folding and the library. Sahasenani (lieutenant) and higher posts are filled only by promotion, and no one can be promoted into a different group or subgroup.यस नियमावलीले नेपाली सेनाको प्राविधिक सेवालाई सैनिक स्वास्थ्य (मेडिकल, डेन्टल, नर्सिङ र विविध मेडिकल ट्रेड), सैनिक इन्जिनियरिङ (उत्पादन, मर्मत तथा सञ्चार, सिभिल तथा आर्किटेक्चर, सूचना प्रविधि, सर्भे), पशु विकास तथा पशु स्वास्थ्य र जनसम्पर्क तथा मनोवैज्ञानिक, सैनिक ब्याण्ड, प्याराच्युट फोल्डर, लाइब्रेरी जस्ता अन्य प्राविधिक गरी चार समूहमा बाँडेको छ। सहसेनानी र सोभन्दा माथिका पद बढुवाबाट मात्र पूर्ति हुन्छन् र एक समूह वा उपसमूहको सैनिकलाई अर्को समूह वा उपसमूहको पदमा बढुवा गरिँदैन। Nepal Law Commission Rules 3, 5(1) and 5(5); Schedule 1, PDF pp. 1-2, 18
• Open-competition applicants must be Nepali citizens; for Upasenani aged 18 and not over 29 (men) or 30 (women), and for Amaldar, Jamadar and Subedar 18 to 25. Serving soldiers may apply up to three times before 35. Men must be at least 5 ft 3 in and 50 kg, women at least 5 ft and 40 kg, and applicants must not hold permanent residence in a foreign country or be party members. Minimum education is set by post in Schedule 4; for example, a medical Upasenani needs an MBBS, a one-year internship and Nepal Medical Council registration.खुला प्रतियोगितामा उम्मेदवार हुन नेपाली नागरिक हुनुपर्छ; उपसेनानीका लागि १८ वर्ष पूरा भई पुरुषको हकमा २९ र महिलाको हकमा ३० वर्ष ननाघेको तथा अमल्दार, जमदार र सुबेदारका लागि १८ देखि २५ वर्षको हुनुपर्छ। बहालवाला सैनिकले ३५ वर्ष पूरा नहुँदासम्म बढीमा तीन पटक आवेदन दिन सक्छन्। पुरुषको उचाइ कम्तीमा ५ फिट ३ इन्च र तौल ५० किलोग्राम तथा महिलाको उचाइ कम्तीमा ५ फिट र तौल ४० किलोग्राम हुनुपर्छ र उम्मेदवारले विदेशी मुलुकको स्थायी आवासीय अनुमति लिएको वा राजनीतिक दलको सदस्य हुनु हुँदैन। पदअनुसारको न्यूनतम शैक्षिक योग्यता अनुसूची-४ मा छ; जस्तै मेडिकल उपसमूहको उपसेनानी हुन एम.बी.बी.एस., एक वर्षे इन्टर्नसिप र नेपाल मेडिकल काउन्सिलमा दर्ता चाहिन्छ। Nepal Law Commission Rules 6(1) and 7(1); Schedule 4, PDF pp. 4-6, 26
• The Army may send people to study subjects it needs, at home or abroad, on scholarship quotas it receives, choosing them through an Army board with Government approval. After passing degrees such as MBBS, BDS, B.Pharmacy, BE or B.Tech they may be commissioned as temporary technical Upasenani, and as full technical Upasenani after registering with the relevant professional council. • Promotion to Mahasenani and above requires a postgraduate qualification (mostly in the relevant subject) for the health, engineering, animal health and public relations groups, with four years' grace for officers already serving. The Government promotes Mahasenani to Upa-Rathi, the Chief of the Army Staff promotes Upasenani to Pramukh Senani, and group or directorate heads promote Jamadar and Subedar. • The Regulation repealed four older sets of rules, including the Military Technical Service Rules, 2019 and the Military Nursing Regulation, 2049.
