Military Air Service Regulation, 2074

What does it do?

• The Regulation sets up a Military Air Service within the Nepali Army with a Pilot group, an Air Maintenance group and an Other Air group (ground handling, aviation logistics and procurement, dispatcher, and air traffic controller sub-groups). Entry-level lieutenant (उपसेनानी) posts for pilots are filled 40 percent by open competition and 60 percent by internal competition; higher ranks are filled by promotion. Soldiers cannot be promoted or transferred from one group or sub-group into another.यस नियमावलीले नेपाली सेनाभित्र पाइलट समूह, हवाई सम्भार समूह र अन्य हवाई समूह (ग्राउण्ड ह्याण्डलिङ, एभिएसन बन्दोबस्ती तथा प्राप्ति, डिस्प्याचर र एयर ट्राफिक कन्ट्रोलर उपसमूह) रहने सैनिक हवाई सेवा व्यवस्था गरेको छ। पाइलट समूहको उपसेनानी पद चालीस प्रतिशत खुला र साठी प्रतिशत आन्तरिक प्रतियोगिताबाट पूर्ति हुन्छ; माथिल्ला पद बढुवाबाट पूर्ति हुन्छन्। एउटा समूह वा उपसमूहको सैनिकलाई अर्को समूह वा उपसमूहको पदमा बढुवा वा सरुवा गरिँदैन। Nepal Law Commission Rules 3-5(1), 5(6) and 21, PDF pp. 1-5 and 20
• Forty-five percent of posts filled by open competition are set aside for separate competition: women 20 percent, Adivasi/Janajati 32 percent, Madhesi 28 percent, Dalit 15 percent and backward areas 5 percent. The backward areas are Manang, Mustang, Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu and Humla districts. Applicants must attach the certificates listed. • Candidates must be Nepali citizens aged at least 18; for lieutenant posts men must not be over 29 and women not over 30, and for jamadar and amaldar posts men must not be over 25. Serving soldiers may apply up to three times before age 35. Applicants must not be political party members or have been convicted of crimes of moral turpitude, spying or human rights violations. • To be promoted, a member needs the training in Schedule 2, a satisfactory performance evaluation, the required education, minimum service and a physical fitness test pass. Minimum officer service ranges from two years (for captain) to 21 years (for major general). A person cannot be a promotion candidate while suspended, for one year after demotion, or while under inquiry or trial; anyone convicted of financial irregularity, corruption or polygamy, or found by a court to have violated human rights, is excluded.बढुवा हुन अनुसूची-२ बमोजिमको तालिम, कार्यसम्पादन मूल्याङ्कनमा योग्य, आवश्यक शैक्षिक योग्यता, न्यूनतम सेवा अवधि र शारीरिक तन्दुरुस्ती परीक्षा उत्तीर्ण हुनुपर्छ। अधिकृतको न्यूनतम सेवा अवधि सहसेनानीका लागि दुई वर्षदेखि उपरथीका लागि एक्काइस वर्षसम्म छ। निलम्बन अवधिभर, घटुवा भएको एक वर्षसम्म, कोर्ट अफ इन्क्वायरी वा मुद्दा चलिरहँदा बढुवाको उम्मेदवार हुन पाइँदैन; आर्थिक अनियमितता, भ्रष्टाचार वा बहुविवाहमा सजाय पाएका वा मानव अधिकार उल्लङ्घन गरेको अदालतबाट ठहर भएकाहरू पनि उम्मेदवार हुन सक्दैनन्। Nepal Law Commission Rules 13, 15 and 18, PDF pp. 13-19
• The Government of Nepal promotes officers from colonel to major general, the Chief of Army Staff from lieutenant to lieutenant colonel, and lower ranks are promoted by the Air Directorate-General or the office head. Pilot-group officers may receive flying, bounty, high-altitude, instructor, aircraft type (up to two aircraft), command and refreshment allowances as the Government sets; maintenance and other air groups have a similar list.
