Civil Aviation Security Regulation, 2073

What does it do?

• A National Civil Aviation Security Committee, chaired by the civil aviation minister, must meet at least once a year and makes and enforces the National Civil Aviation Security Programme, which protects civil aviation from unlawful interference such as hijacking, destroying an aircraft or spreading false information that endangers safety. The Director General of the Civil Aviation Authority acts as the civil aviation security authority. • Before anyone enters an aircraft or an airport's restricted area, security staff must screen the person, their hand baggage and other baggage, including transfer passengers. Anyone who mixes with unscreened people, or baggage that mixes with unscreened goods, must be screened again. • Airlines and flight training institutions must draw up their own security and training programmes, submit them to the civil aviation security authority for approval and appoint a trained security officer. Airlines must screen cargo, mail and other goods with security equipment before loading; where equipment is not available, the goods must be held for a 24-hour cooling period with sample checks by security agencies. • Anyone who wants to carry a weapon on an aircraft needs permission from the Ministry of Home Affairs, must show it to the civil aviation office, the airline and the airport security officer, and must tell the pilot-in-command in advance. The weapon must be unloaded and kept by the pilot-in-command or a crew member the pilot names. • The pilot-in-command is responsible for order on board, and crew and passengers must help when asked. A person who commits an offence under Section 9क of the Act on board, or disobeys crew instructions given for safety, may be held for the rest of the flight and handed over where the aircraft lands.
