Civil Servant Welfare Fund Regulation, 2072

What does it do?

• The Civil Servant Welfare Fund, set up under Section 73B of the Civil Service Act, is paid for by deductions: 0.3% of serving civil servants' monthly salary, 0.3% of former employees' pensions, 5% of daily allowances on government-paid foreign trips and 2% of allowances for attending government meetings. • The office that pays the salary or allowance must make the deduction at the time of payment. • A committee chaired by the Chief Secretary runs the Fund. Other members are the secretaries of the ministries of General Administration; Law, Justice, Constituent Assembly and Parliamentary Affairs; and Health and Population, the Financial Comptroller General, and one retired civil servant nominated by the government for two years. • Serving and retired civil servants, and their family members, can get help from the Fund: up to Rs 5 lakh for treating a serious illness on a Medical Board recommendation where civil service entitlements fall short; up to Rs 1 lakh for treatment after an accident causing disability; up to Rs 5 lakh, based on the damage, when a serving or retired employee's home is damaged by a natural disaster; and an amount set by the committee for funeral rites. • The committee must publish details of money spent every six months and will publish the amounts deposited each year. The Fund's accounts follow the government's accounting system and are audited by the Auditor General or an auditor the Auditor General appoints.
